Let me break it down for you bud, the EARONS eluded capture because of his ability to know a neighborhood inside and out. Whenever he was "finished" doing what it was that he was doing, he had bicycles ready to go for the backdoors and escape routes laid out naturally across his stalking grounds. A few times, he was in fact pursued and if you consider the VR to be the EAR, then there was even more instances of him being chased. If you want to see it that way, then it's of a worthy note that he had a history of shooting back when being chased and thought he would be caught.
He was a miserable little animal who acted like a rabid squirrel when cornered. If you poked and prodded, he was going to do anything possible to get passed you and on his way. To answer your question, his vicious nature and his ability to elude law enforcement were the reasons he was never caught. For some reason, LE has a problem getting on the same page with other jurisdictions and while we may have some dedicated officers to the cause, the fact is that a lack of sharing info is to blame as well.
I wouldn't try wondering why he has eluded capture slowpokebread, that will drive you bananas man. What you should do is look at it practically and begin actually researching from the ground up. Start with the VR section and then head to the EAR section of the library. Work your way up to ONS section in the library and then you'll see some patterns and details that stand out to the EARONS. Before we can begin to even understand why this freak did what he did and how he got away with it, it's more important to truly understand WHAT he did and how it has affected many lives who are still with us today.

As for his skill, yeah I know he was crazily prepared, so it built up his confidence, but throughout the reading, I still found it was very weird that he could get away after 50+ home invasion attacks in certain area, after police was aware and tried to seize the area and had so much resources, although I'm not convinced with him being protected like a few people here, I still question the police's efficiency and tactic on this case.
Until he's caught, that's a question that can never be answered. No one here can definitively say why he did what he did or why he stopped. We may never know. It's better to examine some of the evidence as according to what is released. Recently, I have began looking into the geographical evidence and that is quite honestly the most interesting thing that we have at our disposal.
