I am being facetious of course but you see how a label can mean the difference between ZERO in reward money and $10 million?

Take your pick do you want ONS' head or al-Bagdadi's? I will take both but the U.S already had al-Baghdadi in custody and released him because he has wasn't considered a "high-risk" priority! Now he is the leader of Isis. Wooops!!!

Lets try contacting our local congressmen and educate them about the domestic terriorist who roamed our streets (not Syria's) and raped/murderered American citizens in 1970s and 1980s.

A reward is a good idea.  If there were multiple actors during these crimes there's more of a chance that someone would flip on him now.  If there's a "dead or alive" clause there's a chance family might seek to cash in.  Can't hurt.

the Harringtons put money up for something that would show results. Putting money up to catch this guy would have been a massive craps shoot.

I am a Board Member for the local Crime Stoppers. We look at crimes committed in our areas and determine the amount of compensation a person should get. Of course the tipster stays anonymous.

You would be shocked if I told you how many family members stayed quiet until a cash reward was posted. It is amazing that money will make people turn in their own brothers, sisters, cousins even parents.

James "Whitey" Bulger got captured because of a huge amount of reward money on his head. Will there be money hungry nutcases calling in trying to collect a buck? Sure but they usually fade as time progresses. Reward money is there for a reason. Again if you put say a $100K out there it is amazing that people who are on the fence with the real information all of a sudden make the decision to pick up the phone.

The stats between phone tips with no reward vs reward money? Lets not go there as it will make you question the morality of this nation.

I think the Harrington's did offer a $100,000 reward for awhile. Can't remember for sure, but seems like that's ringing a bell.

Most people come forward out of the goodness of their heart. They recognise a wanted person or have valuable information that will assist an investigation. While others it takes reward money to tempt them to come forward.

Some yes are you correct do the right thing while others? Well let's not get into most or percentage conversations. 

The point is money seems to be the tipping point for people who are conflicted about reporting it. A good example of someone picking up the phone and being persistent without money being the motivating factor was Oba Chandler's neighbor. She called police repeatedly to ask them "What are they waiting for?" She even got one of the other neighbors to find an invoice he gave them for a pool enclosure. It matched perfectly sealing his fate.

We could have had a similar outcome in this case IF certain people in LE released that letter. Even if he didn't write try it!! What else do you have to lose???

So if I were a wanted criminal then I know with my neighbors nothing is guaranteed. Will they report me if they find out? The best I could do is make it difficult for them to part with someone who does so much for them.

That people may not turn him in even if there is a big monetary award, if they feel like they would be in danger if they did.
