I'm going to copy a post over that answers some of what you're asking."CC (Contra Costa County) still had their rape kits. They originally couldn't match their DNA profiles to the ONS profile that OC (Orange County) had for their murders and the Smith murders in Ventura. OC had done the DNA profile for the Ventura Smith murders. CC supposedly had inconclusive results and non matching results when they tested their rape kits and compared it to the OC DNA profile for ONS.
Later, after getting some new equipment, CC did match 3 of their EAR cases out of the 6? rape kits they had (can't remember how many kits they had left off the top of my head) to the DNA profile OC had for ONS. That was when the EAR to ONS DNA link was made and it was in 2001.
During all of that, SB (Santa Barbara) was still claiming that they had DNA in their Goleta murder cases that did not match the killer's DNA profile that OC had for their ONS DNA profile. In 2011, after re-examining evidence from the Goleta murders, a lab found sperm on an item (supposedly a bedspread) from the Domingo/Sanchez murder evidence. The DNA profile from that sperm showed a match to the DNA profile OC had for the other murders."
Santa Barbara appears to have their own agenda and trouble acknowledging that they had a serial killer on the loose in Goleta. Why? Ventura knows it. Irvine does too. The only theory that would make sense is that ONS did not rape Cheri. I mean is it that far fetched that they didn't perform a rape examination? Can you imagine that misstep?
In the Gainesville murders when the 5 students were murdered back in 1990 on paper it looked as though the FDLE and The Gainesville Police Department were leading the investigation. Let me tell you I know for a fact that The FBI moved in and took control of that investigation. Shelby mentioned something about a superior complaining about an FBI agent being in his office. "Those beancounters should stay where they belong" is what was said in the book I think. They can say what they want but in the forensics area you have some very smart and intelligent people.
The FBI isn't perfect but I can guarantee some of the brightest people would have been on this. Who knows where we would be today if that happened? We do know that Danny Rolling is pulling up daisies!!!
EAR usually masturbated and/or forced the victims to masturbate him, so he very well may have done the same at the Domingo/Sanchez murders. You would think evidence of that would have shown up with a rape kit instead of just found on a bedspread years later, but maybe not if the people doing the autopsy didn't know to look for that possibility. Maybe he started wearing a condom in some of the murders or something. Hard to say with him.
It could be that the FBI and/or other federal agencies were too involved in the case and it hindered the local LE. Local LE relied on the feds to supply info and things like prints for some POIs and some federal agencies were heavily involved in other avenues of the investigation.
