I'm not sure if anyone has brought this up, but this page from HaP struck me; this is the last part of Chapter 19: Quoting from Shelby: "Officer Barbara Tahara-Skay, who was patrolling the area with the same assignment, pulled over a light-colored VW bug as it was leaving the parking lot. It was being driven by WMA with thick curly black hair. He was 5 ft. 9 in., 170 lbs., late 20's. He was employed by the California Department of Justice (DOJ). I collected his personal information, which I followed up on later. Had that guy confessed to the rapes at that moment, our response would have been the same as it would have been in 1978 and beyond; arrest, hold for 72 hours, then release-for there was zero evidence. But today, it would be well-worth the effort to investigate him a little further, such as checking his DNA. In 2008, long after I retired, I contacted Assistant District Attorney Ann Marie asking permission to review the reports of the EAR investigation for the express purpose of looking for some open-ended leads-among them the identity of that DOJ employee. Her immediate response was, "Why? What are you going to do with the information?" I never did get to see those reports. I'm not sure she even had possession of them. Lieutenant Root told me that he was not allowed access to them, either."
"I have since learned that those reports are now in the custody of the Sacramento Sheriff's homicide division. The captain in charge at that time stated that no-one, other than a full-time, sworn, police officer with a valid reason, will be allowed access to those reports."~End quote. Does it strike anyone else as odd that the Asst. DA would be so suspicious of one of the original investigators and would deny him access to reports he once helped write and had possession of? That the Sac Sheriff's office won't let anyone access them either?
Does anyone know who this POI is? Obviously, according to Shelby, at the time HaP was written, he had not been cleared by DNA.
