There's no proof about this at all. EAR/ONS/GSK got lucky that's all.
Had he committed his stalking, break ins, rapes, and murders in the late 80s, 90s, or even early 00s he would have been easily apprehended, identified, and possibly even shot and killed during a robbery or break in.
I also do not believe LE is protecting him, but I must make it clear that I believe he is not protected by LE because he has not yet been identified and therefore it's not possible for LE to be protecting him. I can make the argument LE is protecting him unintentionally by mishandling evidence and sloppy investigations. The Sac Sheriff's have protected him by throwing away rape kits without processing them and combined with the investigations many angles where leads were not followed up on and excuses were used when it was clear the investigators had not done the job with due diligence. It's not a case of LE protecting him because they do not know who he is but their actions as a whole have allowed him to go on walking the streets.
