My bet for the map location is off the Diablo Road exit right in good old Danville. There are some crude comparison maps and explanation below. But first, a couple thoughts.
1. Obviously the map is not a to-scale drawing of anywhere that exists. If so, it would have been located.
2. Assuming the map isn't complete fantasy, it likely represents, at least partially, an area being developed or slated for development. If the road and building pattern exactly matched a road and building pattern in existence it is exceedingly likely it would have been found. It also could be that it's not a development map but the creator just got some details wrong when drafting it.
3. I don't believe there is a secret key in the map or that its creator drew it such that you need to fold it into an origami crane or do something else off the wall to locate it.
4. If EARONS created it, I don't believe he dropped it on purpose as a red herring. There was no guarantee it would be found by law enforcement. If that was his goal, I feel he would have left it at the house he attacked or in the yard, not half a mile away.
Ok, now on to my theory. I have not seen anyone pick out this particular location before. However, one person I've seen (Zestycarrot on Youtube) picked this exit but then thought the rest of the map was a different area. Zestycarrot thought the map needed to be inverted. That is one of those manipulations I just don't think is likely.
I am surprised the location I'm looking at hasn't been put forth (or put forth more often). It checks a lot a boxes, including, among others:
It has a general similarity to the punishment map.
It has a number of specific similarities.
It includes a triangle park just off a major highway, same as the punishment map.
It includes 3 cul de sacs in a very similar location to the map.
It includes a creek that is very similar in location to the map.
It may explain the x's around the 2 cul de sacs.
It may explain the name of the lake.
Without further ado, here is a comparison map of the area I think may correspond to the map. On the left is the punishment map. The lines in red and blue are features that match or are very similar to the Diablo exit area as it existed in 1978 (as best I can tell from historic pictures and topographic maps). On the right is a google map of how the area looks today. The red and blue on the google map represents punishment map features that match pretty well.
As you can see, there are some really good similarities. Most similar is the triangle park. How many of these triangle parks are there that match up as well with the orientation of the highway in California. Maybe a couple at most? Another significant similarity is the cluster of buildings just to the northeast of the triangle park. On the punishment map we see the cluster of buildings and an open area behind. This matches well with the elementary school and play field behind it on google maps. On the north side (top) of the punishment map, we see 3 cul de sacs. Again a pretty good match with the google map. In the middle top of both maps, in blue, is a creek. In the punishment map, it looks like this creek is dammed to make a small lake. In this location of Danville, the creek continues to flow south until just before the school, where it turns sharply west. It could have been dammed to make a small lake in a fashion very similar to the punishment map lake.
In the punishment map, we see 2 more cul de sacs on the east (right) side of the map. They are surrounded by X's. That corresponding location on the google map is a hill known as Boon Hill. My theory is that the X's on the punishment map represent a hill or a steep slope, perhaps Boon Hill. I think it unlikely the X's represent houses since they are two deep at some points. Also, on topographic maps, X's mark high areas. Also interesting is that there was a cul de sac built in 1979 I believe on the top of Boon Hill in the same area the cul de sacs in the X's are shown on the punishment map.
I also think this Boon Hill location may explain one of the names of the lake which have been endlessly speculated about. I think the second name can very plausibly be read as "Lake Boon". Take a long look at the label on the punishment map. I think it's a B with a small top part (look at Mad is the Word and you will see B's that have little or no top part). Then a short cursive o followed by a taller cursive o. Then finally a cursive n.
With those broad similarities mentioned, it must be said that there are obviously some differences in the two maps too. They are not exactly alike. I think much of this can be chalked up to the focus of the map being the development to the east and north of the cluster of buildings. Developments the drafting wasn't interested in were not included on the map. Thus, the map ignores everything between the shopping center near the Diablo exit and the development behind the school.
What follows are couple more maps showing some more specific similarities. These by no means include all the similarities. I can discuss some of those later if people think I might be onto something here (as opposed to on something).
Here is a comparison of the school area on google maps with the punishment map:
As you can see, there is a cluster of buildings to the northeast of the triangle park. In 1978 it appears there were four main buildings on the school property. That roughly matches the punishment map (see the yellow outlines). The parking area appears bigger on the punishment map, but some particular aspects of the parking areas are a good match, such as the diagonal parking spaces and the angled treed areas. Much more resemblance can be seen in the satellite images but I'm skipping those for now.
Another area to note is the open field behind the cluster of buildings. This is consistent on both maps.
A very close resemblance in the maps is found just to the north of the cluster of buildings. On the punishment map you can see a short single line which runs at the top of the cluster. In actuality, there was an old, skinny road which ran a short distance in the same place as shown on the punishment map. It shows up in the 1975 topographic map.
To the north of that, we see a housing development. This is Richard Lane on the google map. Richard Lane and the houses on it are oriented exactly the same as we see in the punishment map. In addition, to the north of the houses on Richard Lane, we see an older development where the houses are oriented differently. Take a look at that. Again, pretty similar. There are other similarities you can see and I would be happy to discuss but I want to keep this already long post as brief as I can.
Finally, a comparison of the shopping area by the exit. A quick word about the exit. The exit ramps in the punishment map are not an exact match with Diablo Road. However, in 1978-1979, the exit was being constructed. I think it reasonable that the drafter of the map used the exit example of Sycamore, 1 exit to the south. That exit is an exact match. Here it is compared to the 1975 topographic map:
Ok, here is a comparison of the Diablo exit area shopping area:

First, the differences between the two. Diablo Road in the punishment map appears to go to the north of the large parking lot while in reality the road is to the south. Perhaps this discrepancy is due to the exit construction. Maybe just a mistake in drafting or bad memory. Maybe they're not related. The other difference is that the northern shopping area has a bend to the south in the punishment map while a bend to the north in the google map.
Some of the similarities include: The large parking lot with an L shaped building in the middle of it. In the punishment map, the L shaped building has 3 rows of little dashes. In the satellite view of this building on google maps, you can see that it is a car care center and it lines cars up outside in the exact same manner as shown on the punishment map. Also, the punishment map appears to show cars parked on the periphery of the parking lot, which you can still see today on google maps. The shopping center to the north in the punishment map is also similar to what we see on google maps today (and the aerials from 1979). It is a long strip mall building punctuated by bigger stores. One thing to note is some of the similarities of the HVAC stuff on the roofs. Also, we see in the punishment map what looks like a boxy exclamation point to the north of the shopping center. I've seen some wild theories on what those shapes are. I think a simpler explanation is in order... they represent delivery trucks. In fact, in the current google maps satellite view, if you zoom all the way you'll see a delivery truck to the north of the shopping center which looks like it may not have moved since the punishment map was drawn.
Ok. That's all the maps I have for now. Let me know what you think! I know there are some differences but this seems very plausible to me. I'll leave you with one last nugget I found intriguing but didn't show in the map. In 1978 or 1979 Willowview Court was built. Willowview Court matches somewhat with the road on the punishment map that is directly to the left of the lake (in my orientation). There was a gap between two houses on Willowview Court in the exact same spot where the house was erased in the punishment map (which is across the street from the house that was shaded in).
If the Diablo road exit is a decently plausible location, I think it could lead to some leads. The homeowners along the creek could be asked whether there were ever any plans or ideas to dam it? And who would have known that? Who was the developer of Willowview Court and Santiego Court? Can they shed light on this map and who may have created it?
