The difference in descriptions between the items that Keith's dad saw in the car and items that the Ranger took then returned to the car clearly show that the CPK returned to the vehicle between the time when Keith's Dad stopped at the car (7am) and when the Ranger reported removing the items from the car @7:15-7:30. This is a very small time window for CPK to have done this and remain unseen, unless he was close enough to the turnout to get in & out quickly without a vehicle. JMO, but what killer would risk returning to the crime scene unless he lived or worked very close by, could observe the scene clearly and had some form of safe haven to retreat to quickly?
It's been said here that the Ranger station was only 2 minutes away, but so is that Guard "Shack" for the Weapons Station right near the turnout and close to two of the canonical crime scenes where victims cars were dropped off. From this Shack one could observe the comings and goings of anyone who stopped at that Turnout.
Two canonical crime scenes on the Parkway where the vehicles were driven too then dropped off most likely by the killer, but why, in both cases, CPK drove further into the Parkway, why not just leave the Parkway, why even go to the Parkway? Investigators believe that Cathy/Becky were killed at a now closed turnout close to the Cheatham Annex and then their car was moved 1/4 mile to the Poley Point turnout, why even move the car? Keith's car was found, on the Parkway, miles past his intended route to drop off Sandra at her home in Grafton before her curfew. The killer for some reason had to return to the Parkway close to the Weapons Station in both these cases.
I don't think that the guard shack provides a clear view to the parkway.
The shack is @ 400ft from the turnout, so someone could walk about fifty feet up the embankment that's near the shack to a clear view of the turnout while still being hidden amongst the trees & bushes. I was just pointing out that someone being in or near the guard shack would not be out of the ordinary and it provides the closest safe haven from the turnout. Also the bloodhound followed a scent trail from Keith's car down to the water near the Ammunition Pier rd. where the killer may have tried to gain access back onto the base, but for some reason he couldn't and then he went back up to the road and down to Indian Field Creek where he gained access at this point, this is where the scent trail for the dogs ended.
I believe that the killer returning to the Parkway wasn't just because he preferred it as a dumping ground for his victims or their cars, I feel he used the victims cars also as a way to transport himself back to the Parkway after the killings.
