Instead of copying my post at a&e which is still there under "Did EAR/ONS try to frame people, I think he did" I will copy and paste my letter to Inspector Pool. I have edited out my real name and substituted Sandia and I have edited out the name of real people and instead used their initials, I have edited out part of the letter also.
I have included Inspector Pool's response to me:
Hello Inspector Pool,
I hope you are doing well. I understand that law enforcement is really cooperating and getting together to share information etc. I am so happy to hear that.
I have a theory that I would like to run by you. I have been convinced for a long time that EAR/ONS tried to frame Brett Glasby. More things recently have made me think more than ever that he tried to frame other people too.
1) Edited: to say that "someone to remain nameless", shared with me that LE is working on a poi (I'll call him poi A) that is dead and cremated, plan to get his DNA, and if he is exhonerated then this person feels convinced that this poi was framed because so much evidence is pointing right at him.
2) This unnamed person previously told me that he agrees with me about my framing theory and that he feels that EAR/ONS did try to frame a low life small time drug dealer in Rancho Cordova in one of his first attacks there, named Walter Hamilton in Sudden Terror.
3) Frank Boham, a realtor mentioned in the book Sudden Terror -- did EAR/ONS try to frame him?
Citrus Heights: A person suspected to be EAR/ONS pretended to be a realtor named Frank Boham, a real person and an actual realtor. This faker scared the female home owner by inappropriate comments and behavior. Three months later the new home owner became an EAR victim.
The real Frank Boham was a suspicious character:
a)He had recently moved to Lake Tahoe and was himself suspected in several attempted rapes and was the first one on the scene of a rash of rapes in Lake Tahoe.
b)He owned a police scanner.
c) He had worked as a SECUTITY GUARD (Remember the SECURITY BADGE that was dropped outside a victim's home. Was this an attempt to frame someone, a security guard? Frank Boham?
d)Frank Boham had two DEEP SCARS near his mouth (EAR/ONS told one victim "SOMETHING HAPPENED TO MY FACE".
e)He was born in Sacramento and lived there until he joined the service.
f)He was an alcoholic
EAR/ONS must have known Frank Boham because he used his name. WHO WOULD KNOW that Frank Boham had been a security guard, who would know that the police suspected him of rapes etc?
I am thinking a cop would know these things! (I want to mention a couple of cop connections further below but after I finish w/the framing situations.)
#5 A person with initials A. S.: 3 strand white twine was found on his front yard the night of the Offerman/Manning Attack. As I understand it A.S. was one of the kids that played Dungeons & Dragons in the vacant condo next of O/M. 3 strand white twine was found on the floor and under the sink of the master bathroom and on the floor of the master bedroom and then seemed to lead like dropping bread crumbs on the path under the Cathedral Oaks Bridge adjacent to the condos and dropped in two places going up Kellogg Avenue and ending up in the front yard of A.S. The next door neighbor of A.S. was one of the 5 burglary victims the night of O/M murders, EAR/ONS broke into another neighbor at xxx Windsor Court about x houses away from A.S., and the H/H thwarted attack took place about x houses on the other side of A.S. Practically a circle around A.S.
It actually seems obvious to me that A.S. was being framed.
BIG QUESTION: Can the police reports about the interviews of Glasby, Boham and A.S. and poi A that they plan to run DNA on be reviewed to see if any of these people mentioned an individual that they thought might have tried to frame them, or a policeman that might have known all of them?
COP CONNECTION: A cop would know who would be good candidates to frame. Phone traps were put on victims homes and EAR/ONS never prank called any of the victims with traps on the phone as I understand. Many people think there could have been a cop connection for many reasons as I am sure you know all about. Glasby stayed with a bad cop in Sacramento who was a friend of Glasby's father. Glasby's partner, E.S. had a father who was a CAMPUS COP at UCSB for 20 years., Glasby and E.S. hung out together, did their fathers? If EAR/ONS was actually a bad cop did he have a connection to these fathers and/or the bad cop in Sacramento and other bad cops?
Why would EAR/ONS frame people? If he was a random serial killer passing through town why bother?
Investigator Pool, I hope you will give my theory some consideration.

Hi Sandia –
I would never rule out a cop as the suspect. It is, however, my personal ‘feeling’ that the EAR/ONS would not have the personality to endure the demands of law enforcement or military training. I think the offender was a ‘fan’ of military and police operations (Not an uncommon trait among serial offenders of course) but I don’t think he would have survived – at least not for long. Nevertheless, I have never ruled out a potential suspect because of their status in the military or law enforcement.
Yes, the offender could have framed someone. Unfortunately, I no longer have the luxury of time toward investigating such possibilities. What I need at this point are good suspect identifications. Just digging into the names I am provided takes a significant amount of time.
I spoke to the Glasby brother in Santa Barbara years ago (Obtained DNA, et cetera). E.S., et al, were interviewed quite extensively during the initial investigation. Of course, it rarely hurts to interview again. (Note: I had asked his permission to interview Glasby's brother, plus some other people.)
Sandia - Anything you come up with is deeply appreciated. If you develop a good suspect, please pass him on and I will follow-up as well. Be safe. I appreciate everything you are doing…

Afterthought: I wonder if others agree with Inspector Pool that GSK did not have what it took to be a cop. I don't know. There have been cops that have killed and raped, and been corrupt, but Inspector Pool knows a lot more than any of us and so maybe he is right about the cop connection. Who else could know about these people I think he framed, parole officers? It seems like all of the framees that I have cited with the possible exception of A.S. had very questionable or downright bad character and I wonder if most if not all had some sort of small time drug connection.
