Instead of copying my post at a&e which is still there under "Did EAR/ONS try to frame people, I think he did" I will copy and paste my letter to Inspector Pool. I have edited out my real name and substituted Sandia and I have edited out the name of real people and instead used their initials, I have edited out part of the letter also. 

I have included Inspector Pool's response to me:


Hello Inspector Pool,

I hope you are doing well. I understand that law enforcement is really cooperating and getting together to share information etc. I am so happy to hear that.

I have a theory that I would like to run by you. I have been convinced for a long time that EAR/ONS tried to frame Brett Glasby. More things recently have made me think more than ever that he tried to frame other people too.

1) Edited: to say that "someone to remain nameless", shared with me that LE is working on a poi (I'll call him poi A) that is dead and cremated, plan to get his DNA, and if he is exhonerated then this person feels convinced that this poi was framed because so much evidence is pointing right at him.

2) This unnamed person previously told me that he agrees with me about my framing theory and that he feels that EAR/ONS did try to frame a low life small time drug dealer in Rancho Cordova in one of his first attacks there, named Walter Hamilton in Sudden Terror.

3) Frank Boham, a realtor mentioned in the book Sudden Terror -- did EAR/ONS try to frame him?
Citrus Heights: A person suspected to be EAR/ONS pretended to be a realtor named Frank Boham, a real person and an actual realtor. This faker scared the female home owner by inappropriate comments and behavior. Three months later the new home owner became an EAR victim.

The real Frank Boham was a suspicious character:
a)He had recently moved to Lake Tahoe and was himself suspected in several attempted rapes and was the first one on the scene of a rash of rapes in Lake Tahoe.
b)He owned a police scanner.
c) He had worked as a SECUTITY GUARD (Remember the SECURITY BADGE that was dropped outside a victim's home. Was this an attempt to frame someone, a security guard? Frank Boham?
d)Frank Boham had two DEEP SCARS near his mouth (EAR/ONS told one victim "SOMETHING HAPPENED TO MY FACE".
e)He was born in Sacramento and lived there until he joined the service.
f)He was an alcoholic

EAR/ONS must have known Frank Boham because he used his name. WHO WOULD KNOW that Frank Boham had been a security guard, who would know that the police suspected him of rapes etc?

I am thinking a cop would know these things! (I want to mention a couple of cop connections further below but after I finish w/the framing situations.)

#5  A person with initials A. S.: 3 strand white twine was found on his front yard the night of the Offerman/Manning Attack. As I understand it A.S. was one of the kids that played Dungeons & Dragons in the vacant condo next of O/M. 3 strand white twine was found on the floor and under the sink of the master bathroom and on the floor of the master bedroom and then seemed to lead like dropping bread crumbs on the path under the Cathedral Oaks Bridge adjacent to the condos and dropped in two places going up Kellogg Avenue and ending up in the front yard of A.S. The next door neighbor of A.S. was one of the 5 burglary victims the night of O/M murders, EAR/ONS broke into another neighbor at xxx Windsor Court about x houses away from A.S., and the H/H thwarted attack took place about x houses on the other side of A.S. Practically a circle around A.S.

It actually seems obvious to me that A.S. was being framed.

BIG QUESTION: Can the police reports about the interviews of Glasby, Boham and A.S. and poi A that they plan to run DNA on be reviewed to see if any of these people mentioned an individual that they thought might have tried to frame them, or a policeman that might have known all of them?

COP CONNECTION: A cop would know who would be good candidates to frame. Phone traps were put on victims homes and EAR/ONS never prank called any of the victims with traps on the phone as I understand. Many people think there could have been a cop connection for many reasons as I am sure you know all about. Glasby stayed with a bad cop in Sacramento who was a friend of Glasby's father. Glasby's partner, E.S. had a father who was a CAMPUS COP at UCSB for 20 years., Glasby and E.S. hung out together, did their fathers? If EAR/ONS was actually a bad cop did he have a connection to these fathers and/or the bad cop in Sacramento and other bad cops?

Why would EAR/ONS frame people? If he was a random serial killer passing through town why bother?

Investigator Pool, I hope you will give my theory some consideration.

Hi Sandia –

I would never rule out a cop as the suspect. It is, however, my personal ‘feeling’ that the EAR/ONS would not have the personality to endure the demands of law enforcement or military training. I think the offender was a ‘fan’ of military and police operations (Not an uncommon trait among serial offenders of course) but I don’t think he would have survived – at least not for long. Nevertheless, I have never ruled out a potential suspect because of their status in the military or law enforcement.

Yes, the offender could have framed someone. Unfortunately, I no longer have the luxury of time toward investigating such possibilities. What I need at this point are good suspect identifications. Just digging into the names I am provided takes a significant amount of time.

I spoke to the Glasby brother in Santa Barbara years ago (Obtained DNA, et cetera). E.S., et al, were interviewed quite extensively during the initial investigation. Of course, it rarely hurts to interview again. (Note: I had asked his permission to interview Glasby's brother, plus some other people.)

Sandia - Anything you come up with is deeply appreciated. If you develop a good suspect, please pass him on and I will follow-up as well. Be safe. I appreciate everything you are doing…

Afterthought:  I wonder if others agree with Inspector Pool that GSK did not have what it took to be a cop.  I don't know.  There have been cops that have killed and raped, and been corrupt, but Inspector Pool knows a lot more than any of us and so maybe he is right about the cop connection.  Who else could know about these people I think he framed, parole officers?  It seems like all of the framees that I have cited with the possible exception of A.S. had very questionable or downright bad character and I wonder if most if not all had some sort of small time drug connection.

Frank Boham being a Realtor and EAR knowing his name and using it while viewing a house - there's that real estate connection again. Wonder if EAR knew Boham had moved to Lake Tahoe.

I see Inv. Pool's point about GSK not having what it takes to be LE or military longterm, but I'm not sure I agree with him. There are always aberations and it could be that he did a short time in one or the other or wore a mask so well that he was able to stay in longer. He doesn't strike me as LE and there's a lot to be said about him being a wannabe.

Like you said, parole officers would know about the people who would be good candidates for framing. Also, court investigators, other people working for the police dept., but not police officers themselves, people the trouble-makers hung around with, family members or friends of people in those fields who hear about them that way, neighbors, people who knew friends of theirs, possibly teachers, their parent's friends, people working in real estate who know about trouble makers in certain neighborhoods. I had to include the last.

Hi P.C.  But who would know all of them.  A neighbor would know about one of them but not all of them for instance.  Actually LE, itself, was worried GSK was LE and started investigating their own.  It is said he had a military bearing about him, and his ability to control multiple people and I don't know what else gave them the thought he could be military or police.  He seemed to have inside knowledge of where they would be concentrating the police activity etc.  He always (except possibly once???) stuck in the sheriff's jurisdiction not police jurisdiction, could it be because he was a sheriff or perhaps someone who had connections to a sheriff, son of sheriff etc., a dispatcher? how about an ambulance driver!!!!  Just got that one popping into my noggin.  There would be a medical connection and ambulance drivers hang around hospitals and nurses and also I think they interact with police, sheriff's possibly.  What do you think of that?

The idea that the ONS "framed" people makes sense; the theory has a lot going for it. But ...

"Framing" requires a fair amount of maturity, skill, and cleverness.

So how do we reconcile this "framing" theory with the idea that the voice tape (analyzed by relentless) suggests a suspect who is just a kid making a phone call from his girlfriend's house, or is the young son of the woman speaking in the background?

Don't know about y'all, but I find these two pieces of evidence ... contradictory.

And while your perception could indeed by the case, I think a teenager could try to implicate someone for a crime by simply planting evidence and gradually progress to something more involved, like what he might have done with Glasby...

Re: my perception of the '78 call ... actually, it's the perception of several posters, those who posted in the "Attempted Transcription of ... call" at jj's website.  I went back to that thread, and noted no fewer than three other posters who made specific comments to the effect that the call, in particular, made them think the EAR was young.  My perception has been that he was much older than a teenager in 1978.

The idea that the guy was a teenager in 1978 seems to conflict with Port's idea that the guy was in graduate school at UCSB (stated in another thread).

Of course none of us know what the guy's age was, so that one person's perception is as valid as someone else's perception.

But the idea of a teenager (from poster comments made from relentless' tape transcription) does seem to contradict the idea that the guy was in graduate school or working for military contractor (Port's recent comments and comments from threads posted months or years ago at A&E).

Again, just trying to point out apparent inconsistencies in theories, and trying to connect theories long since forgotten or at least not on the front burner of current conversations.

I find it incredible that after all these years, there's still such a wide range of estimates of the guy's age.  And I'm sure most of us have changed our perceptions of the guy's age from time to time.

I totally agree on the age range. Anywhere from 18-30 seems to be the range. I can see it both ways, sometimes. I can imagine a scenario where he's in corner making the call while his parents are at the dining table. I can also see that he's a grown-man and one of the women's his wife. There's other facts that make both sides harder to comprehend.

But back to the framing, and the progression, early on, it could've been something as harmless as dropping/secreting some bindings/shoelaces, just to throw LE off for a few days.
Then there's a progression into what he might've done with Glasby, which was more elaborate, at least some of our perception of how he could've framed Glasby
And you might also add Janelle's male friend, GG, who I'd hazard to guess, GSK knew was at her house that night and that he'd be the immediate focus of LE immediately following.

Relentless, When did I hear?  Maybe a year ago?  I probably should not say how long he has been dead but lets just say more than five and less than 15 years.  There are many very interesting things with this guy but there are a few things that might point away from him.  I am excited about this guy and I feel really convinced that he was framed if it turns out he is not GSK.  LE does want to do DNA testing on him.

Just thought it was worth mentioning that both the Smith and Cruz cases have elements of potential "frame jobs".

If you're a proponent of a VR connection, dengas has long held that Oscar Clifton was framed for the murder of Donna Richmond, as well.

I guess what we've surmised from the Boston Strangler case is they need a tentative familial DNA match before they'll exhume a dead suspect?

I just typed a big response and I did something and it went poof .  I used to think Oscar was framed but am not so sure any more, but I still think it is a possibility. 

dengas WHERE ARE YOU?   I am appealing to dengas to come on board.  She retired so I hope she is on a world tour or something fabulous and enjoying herself  but I hope she will join us soon as she also said that after she retired she was really going to devote herself to this case and she is really an expert 
when it comes to Visalia.  I know there was a "really"bad guy named Mark that was checked and cleared as EAR.  Don't know if he was cleared as the VR.  I can't recall but did he date Debbie Ward?  Debbie Ward lived where Officer McGowen was shot I believe.  I know he ended up murdering his girlfriend (definitely not Debbie Ward)

BIG QUESTION:  I cannot recall how Donna Richmond and Jennifer Armour were murdered.  Was Jennifer drowned?  She was last seen in K-Mart parking lot a block or two from Snelling residence right? and found in the Friant Canal a block or two from where Donna Richmond's body was found in a grove.  Drowning doesn't fit GSK's M.O.  (almost erased my post again, what the heck!) 

However!  I remember on one, or was it two, occasions where the EAR said something to the victim about ---I'm paraphrasing:  "How would you like to end up in the river" or "I'll put you in the water".

Donna Richmond, how was she killed?  A STRIPED SKI MASK was found by her body with blond hair in it.  The DNA on the hair was tested and it was too degraded to get a result.  If I am not mistaken she was found in a grove near a shack that VR loot was found in, is that right?

The VR used ski masks according to dengas on 4 occasions.  Once with Beth Snelling who under hypnosis described it as a STRIPED SKI mask. 

Of course there is an incredible list of things that link the VR to being the EAR/ONS/GSK but one thing I just remembered that ties him to my neighbor in
Goleta.  The neighbor who had the coins stolen and transported out of the house in her mukluks.  I read a newspaper article from Visalia that was reporting
the McGowen shooting.  In the article it mentioned that when McGowen was chasing him when the VR  dropped a
HEAVY SOCK FILLED WITH COINS AND TRADING STAMPS.
