One thing to consider before any private party or entity invests money in having DNA evidence samples analyzed and profiles developed from one or more samples is that unless you have a commitment from one of the LE agency labs in possession of the unknown offender's DNA profile to perform a comparison between whatever DNA profile the private party has had developed and the one LE has you will be out a considerable amount of money and be SOL. It would probably be better to just turn over any item of evidence that might contain DNA to either the OC crime lab or the FBI crime lab and see if they will do the testing, analysis, profile development and comparison all themselves. That would also be preferable from a legal perspective although there still could be some evidentiary and chain of custody issues with any privately generated DNA evidence.
I don't believe any victims or witnesses actually furnished any evidence of the EAR actually smoking or smelling like tobacco so it is entirely possible that the cigarettes were a complete "red herring." SF Bay is absolutely correct about the Vantage package it looks like a target.
I know from experience, if you have a DNA fingerprint that could possibly be related to the GSK case, LE would compare it to what they have for GSK. I'll tell you who if you need a contact. You are right that a match does nothing for the legal case except get LE looking in the right direction. However, if a past victim has held back evidence with possible DNA on it, then LE would want to test it themselves.
