Also "holdout states" is a bit misleading. As mentioned, the NDIS branch of CODIS has high standards. For whatever reason, some states may not be able to submit samples that conform to those standards 100% of the time. I don't know enough about the science, but I would imagine this could be something like inadequate sample material, testing facilities, staff, funding for outside testing, etc. to consistently produce DNA profiles meeting standards of NDIS.
If anyone knows differently, please correct me.
