Now Port's memo was written in May of '77. The first year would be June of '76 to, I suppose, May of '77.

Why do different LE with access to the same attack reports have varying descriptions of EAR/ONS? I dunno. Shelby had first hand experience investigating the EAR Sac crimes at the time and Crompton and Pool didn't. How would any of them know for sure how old he was within a narrow age range given the circumstances?
As more victims accumulated, obviously descriptions were refined. By the time there were more than 80 victims(male and female), all of the age projections were averaged and it came out to 25. I know witness descriptions can be skewed, but I do not discount the impression of those 80+ victims. Overall, they felt by his speech and other characteristics that he was young- under 30.
