Jumping into this crime is not the way to go about solving it. 40 years ago, each county that was terrorized worked their case based on the knowledge they had in their hands. EAR was being investigated as a separate series, ONS another, and VR another. These crime's were not just down the block from each other, but hundreds of miles apart and being conducted by separate departments. Now that the crimes can be linked by DNA and MO (VR), LE must go back to the beginning-back as far as we can to possibly get someone to give up a POI.
We have to believe EAR lived in the area where he committed his crimes. Also, we have to believe that ONS lived in the area where those crimes were committed. If we believe that EAR was a fairly well schooled burglar, he could be a good suspect for the VR crimes. Since the EAR was pegged at about 20-25 by the victims in June 1976, then VR could have been roughly 18 in 1974 when VR started his spree. If that is the case, he probably grew up around Visalia, and that is where he probably went to school and people would have a clue as to who this guy was.
So, we can see the progression that this guy went through from EAR to ONS, and I am surmising that LE and FBI is connecting VR in a natural progression because of motive. It would explain the arsenal of weapons EAR possessed and possibly the ski masks. He may have stolen all of them as VR along with the guns and knives and flashlights over the years that were used in the crimes as EAR. Most people would never notice a ski mask missing from their home unless they actually were looking for it. The guns and knives had to be noticed to be missing, but not necessarily every item.
This is a very complicated series of crimes. However, they have DNA and blood type. Also, they might have prints, and let us not forget the package.
I am leaning toward this guy growing up and being known by someone in Visalia, running when he shoots and kills, then he turns up as EAR a few months later, then runs after a couple of failed rapes, then turns up as ONS and decides that he is not going to fail anymore and kills the victims. It was easy for him to kill because he had already killed earlier on in his spree, although those murders might not have been his intension at the time- he did pull the trigger. However, as ONS, he made the decision to kill rather than leave witnesses. Also, he began to cover his tracks by removing and tampering with evidence.
If he grew up in Visalia, his school friends know who this guy is. They might not be connecting the dots because EAR/ONS were not in their backyards. In 1976-86, no one had access to information at a moments notice. They relied on news casts and newspapers. If they missed the news, they had a story in the newspaper that they had to read in order to know about it. LE needs to deluge CA-especially Visalia and Sacramento area with billboards and fliers and TV advertisements in order to jar someone's memory. It is great that the world has access to the knowledge, but these crimes were committed in specific areas of California over a 10-12 year period. If he started as VR, those are the people who will know him best. If he started as EAR, then they will know him best.
I cannot imagine someone just moving into an area and just roaming around. He learned his craft and progressed. He got good, he did not start that way. A young girl or woman saw him early on, but they probably thought nothing of it like the neighbors not calling the police during the sprees. Those girls or women need to tell LE even if it was just possibly "innocent" back in the day. Just imagine this kid peeping into the neighbor's yard and someone on the block calling his name and the kid just playing it off. I can see it as clear as day. I can also imagine that same person saying, "Boys will be boys" and not giving it a second thought. Dogs and cats probably turned up missing in the neighborhoods he lived in, he probably wet the bed, and definitely had serious issues with the opposite sex.
My mind is racing as I think about what this guy did during those years. The time has come to catch him, and if he is alive, he knows it. Someone relativley close to him knows or suspects who he is. They must make the decision to do what is right and call the authorities.
The population of Visalia in 1970 was 27000. Half were women, 40% between age of 18-30. That leaves roughly 1/6500. If the push is hard enough, the good people will be able to pin down the deviants that were possibly responsible for all of the other crimes. Same goes for EAR, and possibly, but not likely ONS.
