Remember -
No one was truly sure until 2000 that all of the rapes, and all of the ONS murders, were the work of one guy.
To this day, most people STILL have never even heard of EAR/ONS. They may have heard of his crimes in isolation, but compared to other uncaught rapists and killers, he's pretty unknown.
Is it possible that one night circa 1987, EAR/ONS attempted to attack the wrong house, and wound up with lead in him? And his intended target(s), rather than going through all the trouble of phoning the police (perhaps fearing they'd get in trouble) simply dumped his body? And being that EAR/ONS was and is still largely unknown, perhaps they've never come forward because
A) At this point, they feel coming forward would be more trouble than it's worth
B) Being likely older now, they never put 2 and 2 together and realized they ended the career of the most prolific rapist in California, and simply thought (and still think) that they just killed some punk?
Think of the several close brushes with being caught or killed EAR had. The aborted Danville attack where he had a shotgun drawn on him. Almost being overtaken by Ron Miller. The other attack where he was frightened into aborting his attack by a more physically powerful man. In all of these instances, had luck not been on his side, he could easily have ended up dead himself. Perhaps one night, his luck ran out, and he's worm chow somewhere in California - his own murderers blissfully unaware of the significance of the man they killed.
Honestly, if he is never captured, I'd be content with believing that scenario. It would suck to never know his identity, but that sort of karmic justice would be poetic enough to live with.
