I don't know who would put the money up, but a large reward for information leading to a conviction, or maybe even identification, seems to make sense to me.
If there was a $1,000,000 reward, that prompted someone to come forward, when they otherwise might not have, then law enforcement would not have to keep working on this case endlessly, being paid their salaries to do that, rather than whatever else...
If a large reward, and all other evidence that law enforcement could possibly release, was part of a national media campaign about EAR/ONS, then I think that that would be the best possible chance, of a member of the public helping crack the case.
Posters here just won't give up the idea that max publicity will solve this case.

I wonder how America's Most Wanted does it? Some how they do it. I am sure that they get their share of useless tips....yet they have managed to come up with information that has led to the capture of 1200 fugitives.
