My theory is that the East Area Rapist-Golden State Killer is a former military member of the infamous CIA Phoenix Program in Viet Nam, where he was trained and learned first-hand the means and methods to capture, control, and torture targeted persons. In my opinion, this individual was criminally insane in Viet Nam and remained so when he returned stateside. He apparently could function normally in society in the states, but there remained a dark side to his personality that craved the perverse psychological rewards his Phoenix Program work had provided to him.
The Phoenix Program was designed, coordinated, and executed by the CIA with the assistance of US special operations forces and US Army intelligence collection units. The CIA described it as "a set of programs that sought to attack and destroy the political infrastructure of the Viet Cong." The two major components of the program were Provincial Reconnaissance Units (PRUs) and regional interrogation centers. PRUs would kill or capture suspected Viet Cong members and civilians who were thought to have information on Viet Cong activities. Those captured were taken to interrogation centers and tortured in an attempt to gain intelligence on Viet Cong activities. Methods of torture inflicted upon captured women included rape and rape followed by murder [conduct later attributed to the East Area Rapist]. After the close of the Viet Nam war in 1975, I believe that the East Area Rapist was stationed by the military in the Sacramento area in 1976. The first Sacramento area crime attributed to him occurred on June 18, 1976, and within a year, he had terrorized this community with 21 additional crimes including several rapes. Thereafter, I believe that he was either transferred, or assigned temporary duty, to other northern California military installations where he committed many more such crimes. He committed his first two murders on February 2, 1978.
Following the East Area Rapist’s last crime committed in northern California on July 5, 1979, subsequent crime data indicates that he may have been transferred to the Reserve Officer Training Corps (ROTC) installation at the University of California - Santa Barbara campus, near Goleta, CA [either as an instructor or as a student in an enlisted-man-to-officer career advancement program. The ROTC facility was the only Army installation in the immediate area.] The Golden State Killer’s first crime in southern California took place in Goleta, only a few miles away from this ROTC installation, on October 1, 1979. His second southern California crime, and his first two of ten murders in the region, took place two months later on December 30, 1979, also in Goleta.
Cooperative U. S. military authorities should be able to provide a list of military transfers at the time to this ROTC installation near Goleta.
Any person transferring from US Army service in northern California should be considered by the FBI as a possible suspect. DNA evidence from crime scene locations in both northern and southern California are readily available to investigating authorities in order to definitively identify the East Area Rapist-Golden State Killer. Police sketches and physical descriptions of the perpetrator, blood type A (also non-secretor), and prior service records in comparison with the various northern California crime scene locations would also tend to confirm the East Area Rapist–Golden State Killer’s identity. The University of California – Santa Barbara ROTC program Alumni Association should be able to provide a list of program participants in 1979 (and shortly thereafter) that might also be a useful source of identifying suspect information.

The Phoenix Program specifically targeted civilians, not soldiers, and the “neutralizations” [Phoenix Program euphemism for murders or captures] were often conducted at night while victims were home and sleeping in bed. Again, rape and rape followed by murder were common interrogation and torture tactics inflicted upon women captives by Phoenix Program interrogators. Also, the East Area Rapist-Golden State Killer often used an unusual knot, referred to as the diamond knot, to control and restrain his victims of both sexes. The military uses this same knot to create knife lanyards and Phoenix Program members were likely taught how to use this knot to control and restrain captured targets in Viet Nam (metal handcuffs might make unwanted noise during clandestine night operations). It has been reported that the East Area Rapist-Golden State Killer sometimes bound victims who survived so tightly with ligatures utilizing this knot that it was hours before they regained feeling in their hands and feet after release.
In March, 1971, Congressman Dellums, along with 21 of his colleagues, reintroduced a joint resolution proposing a full-scale investigation of American war crimes. At the time, the Congressman inserted into the Congressional Records transcripts from the National Veterans Inquiry on U.S. War Crimes in Viet Nam held the previous December. Included in this record was the testimony of Kenneth Osborne who was trained by the U.S. Army to be an intelligence specialist at Fort Holabird in Maryland. He made the following statement regarding his advanced military training:
“Of course, the starting point with the orientation at Holabird was that, all this that we were going to be trained to do was against the Geneva Accords, and if we had moral compunctions about it, we could opt out of the program if we wanted to. If we had none, you just go ahead and play along with the program – be trained this way.” (Page 4241)
The CIA and high-ranking military officers were apparently keen to hide subsequent military personnel participation in the Phoenix Program in Viet Nam. One participant had his personnel records altered to show that he worked as a cook. Another participant’s records were altered to indicate that he had never even served in Viet Nam.
There are other military-related clues associated with the East Area Rapist–Golden State Killer. Reportedly, he was skilled in the use of handguns. The East Area Rapist–Golden State Killer also used an assortment of handguns (.38, .357 magnum, and .45 calibers) and different knives in his attacks. The suspect habitually wore gloves, taking them off only during the sexual assault on the victim. Obviously, the East Area Rapist–Golden State Killer was being extremely careful not to leave identifying fingerprints at the crime scenes. The US Army began fingerprinting all new recruits in 1905 and local law enforcement officials could have easily compared the fingerprint records of all US Army personnel stationed in the Sacramento area with any available crime scene fingerprints, had there been any. In addition, the East Area Rapist sometimes wore military boots and other forms of military clothing such as fatigue pants in the commission of his crimes.

The East Area Rapist–Golden State Killer terrorized two major population regions of California over a span of 10 years. This pitiless and remorseless psychopath raped 45 girls and women and brutally murdered 12 people. And, he devastated or destroyed the lives of hundreds of people – victims, family and friends. This criminal monster must be identified and brought to justice if he is still alive or his life story must be told if he is now dead.

- • On October 1, 1979, an intruder broke in and tied up a Goleta couple. The attacker alarmed them by chanting "I'm going to kill them" to himself. When he left the room, the man and then the woman made attempts to escape during which the woman screamed. Realizing the alarm had been raised, the intruder fled. A neighbor, who was an FBI agent, responded to the noise and pursued the perpetrator, who abandoned the bike he was on and fled on foot through local back yards. The attacker also abandoned a knife at this point. The attack was later linked physically to the Offerman-Manning murders (see next below) by shoeprints and the same roll of twine being used to bind the victims.
[Presumably, the local newspapers carried stories on this October 1, 1979 incident. The selection of location for the East Area Rapist-Golden State Killer’s next crime was possibly meant as either a challenge or a threatening “message” to this FBI agent. Two people were murdered by the Golden State Killer only a half mile south of his first crime scene location three months later.]
• On December 30, 1979, Dr. Robert Offerman, 44, and Dr. Debra Alexandra Manning, 35, were found shot dead at Offerman's condominium on Avendida Pequena in Goleta. The bindings on Offerman were untied, indicating he had apparently lunged at the attacker. Neighbors heard the gunshots but failed to respond to them, attributing them to innocuous causes.- In southern California, the East Area Rapist was not identified by police authorities as the perpetrator of these new crimes, although one Contra Costa County (northern California) police investigator did contact local authorities with the information and argument that the modus operandi of the perpetrator was the same. There was a delay of over 20 years before DNA evidence analysis established in 2001 that the East Area [of Sacramento] Rapist and the Golden State Killer, as he came to be known in southern California, were one and the same person.
