The fact that large monetary rewards have been offered for his ID make me think it's possible no one really knows who this guy is or suspected him of the crimes.
Cash always loosens lips, even in the street gang milieu where snitching is the worst crime a person can commit. Nobody is that loyal. At one point, $250K was being offered for his capture. That is two hundred and fifty thousand reasons for someone to give him up. The fact that know one did tells me he really was the "unsuspected" as Q puts it. Pretty amazing, really.
This is why I believe he's not only the unsuspected but he's not even known in the areas where he hit. I don't think he's even in the system. Many people on here think this is a data problem, but if he hasn't shown up yet it's for a reason. The more I read about the case, the more convinced I am he's not from California (possibly not even from the US) and made his way to the state illegally sometime around the Vietnam War. He's almost certainly an older offender with some sort of military experience as I refuse to believe this is the work of a teenager. Would it have been possible to bounce around the military bases as ex-military or as military man from out of state/country? Known but not known REALLY well by anybody.
Although intelligent, my guess is he had to work in blue collar jobs so he can be paid in cash and avoid being a known quantity and having to pay taxes. It wouldn't surprise me if he rented or even lived rough as this is why LE were never able to track him to any specific location. No matter how many sightings there were, nobody recognised this guy. Incredible.
To catch this guy, LE need to think out of the box and look for someone that ISN'T in the system. I'm not sure if that is possible, but will be more effective. Locals need to really wrack their brains to come up with someone like "that friendly German/Swedish/Ohio guy that used to hang around the XYZ base".
