This topic is not new. Poster "Sandia" proposed a "framing theory" four years ago. Sandia's thread is still in our forum, on the last page of the General folder, if posters would like to read through it.
Indeed, I may bump her theory to first page here and merge it with this current thread.

I read the thread started by Sandia, and it's crazy to think about. If true, it adds another level to his recon that was already extraordinary.
Also if true, it adds a grain of salt to any evidence left behind. Was he trying to frame a construction worker by leaving behind paint chips? I know I know, a very subtle clue indeed. However, if he's LE, would he count on CSI to find it?
Was he trying to frame a heavy beer drinker by staging beer cans. Remember, some victims claimed they didn't actually believe he drank the beers he ransacked.
Was he trying to frame someone who drove a van? Suspicious vans were often seen before attacks. If not driven by him, he would have seen them too during prowling. Also, most times getaway cars were heard or seen parked the night of attack, they weren't vans. Yet he often/always said, "I need food and money for my van". Did the early bird rapist drive a van. If EAR was LE he would potentially know this.
Are the notebook pages stolen from one of his break-ins? The list goes on. And again I say, if true, adds another level to his recon and another layer to this already convoluted case.
Also, if true, it bolsters my theory that he could have been in any profession. In my mind he's clearly a thinker, a planner, not impulsive. So I cringe when I read Larry Pool's reply to Sandia, and I'm loosely quoting here, 'EAR cant be LE or military, because he wouldn't be able to take orders....'. Someone this calculated, patient, and intelligent could probably have blended in just about anywhere. Hence, imo, why he's never been caught.
Also, please don't bash me for saying he's intelligent. I'm not saying he has to be a genius, but it's clear to me, he's not an average guy who got lucky.
