I don't think his stupid but his not a criminal mastermind. He was operating during a very turbulent time in regards to serial killers in California, it definitely helped him. For some reason a lot of the serial killers from the 70's-80's that were apprehended, seem have a much higher level of notoriety in comparison to ONS, would it be different if he was committing most of the crimes in Los Angeles or San Francisco.
I think the provincial style of policing in the States doesn't help. By all means I'm not saying the police are useless but policing for me has to be centralised, Metropolitan, County and State forces should all be working from the same system and reporting to one senior officer per state not a mayor, governor or a policing board. It can become political when it's split into multiple separate organisations that are given autonamy.
Law enforcement on a good day is understaffed. Is the system you describe similar to that in the UK?
It depends where you live in UK. In England and Wales each county (Our version of a State) has a chief constable/commissioner. There is elected police and crime commissioner who the chief constable has to report into, personally I don't agree with this it's a pointless role, in London they report into Mayor. In Scotland and Northern Ireland it's a bit different as they only have one chief constable for the whole country and they are answerable to a police authority. At the very top there is a Home Secretary who is in charge of national security and immigration across the UK.
