He would have to be good at covering his tracks, especially with the phone calls, he'd have to constantly buy items like burner or stolen phones, make calls in busy areas which are not covered by CCTV.
If you look at what the Long Island Serial Killers MO, he found victims on Craiglist, but there was no trace to him, he made sure his victims would be independent and working alone, he called victims families from crowded areas of New York like Times Square so it was impossible to pick him up on CCTV when they traced the phone. His technically savvy but his operating around a giant city and some of victims were not from New York.
It's much harder to track killers who are transient and operate off the grid, Israel Keyes for an example had what I call a supply chain MO, he would finance his sick habit through bank robberies, store weapon cache's throughout the USA most likely in Canada and Mexico too, he would take random flights to cities nearby and then hire rental cars near the airport, select victims at random then travel a distance to commit the crimes. He messed up because he killed his last victim Samantha Koenig close to home, then went on the run using her bank card. If Keyes did not use that bank card he would probably be committing crimes still.
Not meaning to go off topic there but those are two examples I think of.
