a. If he was under 18 and LE won't test anyone that young, they won't catch him, because they aren't looking for him, they're looking for someone older than him.
b. If he lived in the midwest and flew in for every single crime, they won't catch him.
c. If he was completely transient and NEVER held a job, car, library card, or relationship in Sacramento, (illegal or legal) they may not catch him.
Back then, data-mining was not an option. Now, we can use the internet to examine EVERY household, every police report, every 6th grade classroom. Every related or unrelated incident, person, and bit of evidence in the case. And the internet sleuths here are like ants. They can pick, pick, pick. And LE can follow up.
I don't want to rehash or reveal whatever new leads were or are still being followed with whatever results. Nor do I have that information. But LE is following up on it.
Even if they have to canvas all 6th grade teachers who were in central CA, they should be able to get a suspect list of 2,000 males. And that is a smaller suspect list than the 6,000 tips they've had or the thousands they had in Sac back then.
Once they find him, they can't just get a positive DNA result and arrest him. They still have to build a case so they can convict. Because after all these years, I bet he's tried to ret-con alibis.
But there's a good chance that they can catch him.
Agree completely with number 1: and what if, he is "really" older but has/had a birth certificate that had been altered, changed, or issued a new one with the wrong/changed dob. Could a birth certificate from the 70's have been changed? Could a child's name and dob be changed in later childhood? If he was born in a cult, reglious group where they performed their births and had no birth certificate issued at the child's birth, could a mother or her family give the baby a miss leading dob for what ever reason?
That is what I believe had happened. In other words if a woman had a home birth, home schooled/cult/religious school the child and when this child finally turned 18, and wanted to get a job, go college, join military how would that person get a birth certificate later in life, or can they? I should have disscussed this else where, sorry.
