The Phoenix theory is a good theory because it would explain a great deal about the guy, both his skills and his personality. It would also explain why he was never identified; he was protected by the U.S. Defense Dept.

How difficult could it possibly be for law enforcement to contact the U. S. Army ROTC program at the University of California - Santa Barbara (Goleta) to determine the names of individuals that were transferred by the Army from northern California to participate in the Army's "green to gold" (enlisted soldier to officer) program for the academic year 1979 - 1980? The East Area Rapist-Golden State Killer committed his last crime in northern California on July 5, 1979 and he committed his first crimes in Goleta (southern California) on October 1, 1979 and and his second set of crimes (also in Goleta) on December 30, 1979.
How difficult could it possibly be for law enforcement to contact the owners of the Encina Meadows Apartments in Goleta to determine the new tenants of that apartment complex that moved in during the summer of 1979 (last crime in northern California was July 5, 1979)? All three sets of crimes that took place in Goleta (October 1, 1979; December 30, 1979; and July 27, 1981) occurred in the very nearby San Jose Creek corridor. The Encina Meadows Apartments complex was the only major apartment complex that was located north of the heavily traveled Highway 101. My theory, that I previously explained to law enforcement, was that by living close-by to the San Jose Creek corridor the East Area Rapist-Golden State Killer eliminated the danger of being identified by use of a car parked in the neighborhood during the commission of his three sets of crimes. He simply left his apartment, proceeded to his intended target by means of the San Jose Creek corridor, and escaped to the safety of his residence following the commission of his crimes in the dead of night. In northern California, he would have had to use a car because his crime scenes (even in Sacramento) were very widespread. He thought ahead in his move to southern California. His first crime in Orange County (south of Los Angeles) took place on August 19, 1980. So, he had to move in the summer of 1980. The Encina Meadows Apartments in Goleta were built in 1973. If the records are available, law enforcement can subpoena those records and easily identify the East Area Rapist-Golden State Killer if my theory is correct.
I end this post as I began it: "I have found that it is virtually impossible to get law enforcement to investigate any theory of how to specifically identify the East Area Rapist-Golden State Killer. I have tried and tried and tried to do so."
