We know that EAR did not attack in the summer months of 1977, so I think it is safe to say that cold was not a deterrent for him, but something about summer was. I personally believe that the canals being full of water in the summer would be one factor for his summer absence. I live where winters and spring can dip into negative temperatures with hundreds of inches of snow- cold is relative. Once it is between 35F or -18F, there is not much difference experienced when outside.
This site lets you view the weather history. While it was a drought period, Sacramento was still getting a few inches of rain each month in the first half of 1977. I think the fact that EAR attacked on nights of dense fog, demonstrates that weather was not a big factor for him. He was operating on a different clock.
