The current LE VIP who knew what really happened would also open himself up to possible legal problems, certainly PR problems.
On the other hand, assuming that no current LE VIP knows what really happened back then, it's easier to let sleeping dogs lie (so to speak); opening this case now to a serious investigation could be a can of worms, again exposing weaknesses both in Sacramento's general crime solving sense and in specific LE personnel.
Further, it's been some 15 years since the EAR was connected via DNA to the Original Night Stalker. That length of time in itself makes this a cold case. So even for current LE, the fact that they haven't solved the case in 15 years calls attention either to their incompetence or possibly to the idea that someone currently is shielding the EAR, even if shielding is not true.
From the viewpoint of Sacramento, there is nothing to be gained from solving this case. Best to leave it as a historical mystery, so that current LE's VIPs can forget about it and continue with their cushy jobs.
However ... because of all the recent publicity brought about by people like Deb, Shelly, and others, LE has been unable to push this case under the rug. They have been forced to respond in some way. So they give interviews, conduct a press conference, and go through what amounts to a ritual of casually checking poi DNA, to convey the impression that they want the case solved and are "actively" working on it.
So much time has elapsed since the DNA connection, LE is left with no recourse but to make pronouncements that the guy was just a generic criminal and, as a result, cannot find him despite their best efforts. This babble is meant to portray the case as just another common example in the U.S. where many crimes committed by generic, low-life criminals go unsolved. In other words, no mystery here, no corruption, no incompetence, just another generic criminal that couldn't be caught because he was lucky.
Had the perp been "merely" a rapist, I don't think this case would have been such a mystery. But unfortunately for Sac LE, the rapist later morphed into a serial killer. And that fact is what has led to LE's silence and continued failure to solve the case.
