I think a lot of people look more into the murder aspect when looking for other victims. Personally, its telling to study how he evolved into murder. The Maggiores seemed reactive, there was an instance of a boy being shot who gave chase to a suspected EAR prowler. Looking before his first GSK killing, he had a series of botched attacks. Before in the EAR series its been noted he was particularly angry/violent after a botched attack. In the last botched attack in Goleta, he was very much angry, dropping the "or" in "i'll kill you" from his script. The first murder, which occurred after this, it was thought that Mr. Offerman had fought back, and GSK lost control like the previous attack. This is one of the few times he resorted to the gun, and didn't plan to use it it seemed. It was loud and noticed.
From here, he murdered. He used a gun the first time, moved on to quieter bludgeoning with found objects, and then started covering them with blankets to make less of a mess and taking the objects with him. The first time, and a few others, it appeared they were killed in a struggle. Its best to see this as an extension of his already well traveled MO, and the way the murders happened and changed comes off as practical, not so much psychological in nature. There was overkill in some victims, definitely hatred, but the murders evolved along practical terms. The East Area MO was still very much a big part of these attacks, and murder grew out of that.
I feel the murders worked until they didn't, and then he resorted to it when needed in 1986 (A possible struggle was noted from where the wounds were positioned). The murders were barely even connected at first, spread across jurisdictions, and the MO of the rapes wouldn't be associated with this area until 2001. So if he still stuck mostly to his rape attacks with the murders being an extension for a few of them; he was attacking across jurisdictions in an area far more vast than Sacramento, committing rapes that expired with the statute of limitations and no longer have evidence (he could've even been caught, served time and released before any DNA was collected in those days). What i think explained his long break before and after 1986 is he simply didn't always murder, but that his usual rape only MO would have been invisible down there and he kept pace with his EAR attacks.
Anyways, regardless of my theories, an attack with an aborted murder aspect, pre-murder/post EAR transitional rapes, or a one off rape still seem very likely. LE had no idea he was primarily an experienced rapist with a well established MO at this point until 2001, and for 20 years the investigation weighted heavily on the murders. Precious time and resources in the beginning looked at people who knew the victims, not even linking up the other murders at first. The murders grew in a practical way, the first ones were born out of regaining control after failed attacks and a victim fighting back, he escaped with ease (days vs minutes before police came), no scent for dogs, they left no witnesses (I think this became a big motivation knowing his inclinations to leave red herrings for living victims and other obfuscations of evidence) and after getting too much attention, i think he returned to mainly rapes until he needed control again in 1986. Whatever it is, unsolved rapes in socal would be good to look at i believe, and the murder angle at this point would be harder to find (no statute of limitations, and it'd make sense they'd do DNA sweeps on any cold cases).
