So 15 years in itself would make this a cold case. In that length of time why no arrest?
New technology has not resulted in any arrest ...

Why would anyone have any faith in Sacramento after their irresponsible handling of the EAR rape attack information.
I would say it's a contradiction on the part of readers who so unquestionably trust Sacramento.
But people just can't seem to help themselves. This trust in Sacramento sounds like desperation to me.

I consider Orange County LE, in Southern California, much more diligent in the pursuit of EAR/GSK, and his identification, and bringing him to justice if he's still alive (and I think he's alive and well). Orange County has consistently had investigators at: the Irvine Police Department, Orange County Sheriff's Department, and Orange County District Attorney's Office work these crimes, spending some of their entire careers on just this offender, tips, leads, databases, and everything they can do. Orange County has four murders that they can prosecute EAR/GSK for, if he's still alive (and I think he is alive).
They can't help it if he's squeaky clean and hasn't gotten arrested and convicted for anything, hasn't had to give DNA for a DNA database. They can't help it if none of his family members have had problems with the law and have not been required to give their DNA.
I think EAR is from an upper-middle class, college-educated, family and that he is also college educated. I think he was a smart, methodical, offender, and very patient most of the time. He didn't leave fingerprints. He wore masks. He made surprise attacks on people, usually in the dead of night in their homes.
I am in the minority on the Proboards: I don't think that EAR lived in the Sacramento area. I think he was a commuter rapist. I don't think he lived in any of the cities/communities where he attacked. He, in my assessment of how he thinks, wouldn't be stupid enough to vote or pay taxes where he attacked. I think that 'geographic profilers' seem to only be able to ascertain 'average criminals', who strike close to home. The smarter offenders (who aren't so lazy), geographic profilers have no clue in how to assess. I haven't read one article that explains this other set of offenders, how they think, how they operate, how they plan, and how they travel (and how far they travel from their home-base).
