The rationale for this preference (to pin the blame on the EAR), is that the Maggiore murders are the one, and only, connection that Sacramento has to the Original Night Stalker case. If they can show that the EAR killed the Maggiores, then they can say the same guy is responsible for the Original Night Stalker murders in Southern California. (The SOL for the EAR rape attacks expired a long time ago.)
If Sacramento cannot pin the Maggiore murders on the EAR, then Sacramento has no claim to the Original Night Stalker (ONS) murders, at all, because all of the ONS murders occurred in southern, not northern, California. Yet prior conclusions place the origin of the ONS in the Sacramento area, so that embarrassment for Sac LE would necessitate control of the EAR story to the press and public.
Sacramento wants to stay in control, which is why most of the case publicity, interviews, books, etc. (McNamara's book aside) emanate from northern California.

I do not agree at all with what you just laid out, we can all have different opinions regarding this case but wouldn't just be better for us all not to go in to the intentions of our LE officials they are sworn to protect us and they are working very hard day and night to solve this case we should do better
