What about city official's maps..specifically civic engineering maps/plats for the city. Codes and public works would have knowledge and documentation of all canals, ditches, lakes, trails, sidewalks, etc. If this community were still be planned or built out (still constructing phases) codes and public works departments would have been out there on a regular basis to approve the layouts. He may have been looking at satellite imaging...OR he could have been looking at an architectural map/layout/plat for the community that resided with the city employees. This would better explain the (messy) drafted symbols he used, recognized by professionals AND the additional non-professional symbols added at a later date, (not drawn in from looking at the map, but adding it from site thereafter). He could have been sketching what he simply saw from a map that belonged to a civic employee (whether himself or a family member).
