Most likely copied from a property map. The give away is the property lines and house shapes. If you google property maps you'll see what I mean. By symbol they mean house shapes. One idea is if you find a neighborhood where you can match the house shapes you have fron the map area as they would be real.

Because those 'property maps' would have had to be handed in to the city (by the developer), the map could have been copied from someone that was associated with the city's development approval process, no?  I can see what you are indicating as for who created the original map it was (probably) copied off of...but I hope they are also looking at everyone that would have had copies or originals of that map.

but I made a Topo of an area near the punishment map that shows construction from an earlier time. One sub division had not been built yet.

Since your discussing earons making of the map it seems like a composite of the Diablo exit off 680 and the park near where the map was found. 

His skill was not as a map maker but it seems clear he had access to what is called a property map that is commonly used in city planning and in real estate.

Developers would get the plans from the city or in other cases the city would get a plan from the developers. Property lines are the key.

Banks also collect this type of property mapping from the fore mentioned sources.

He is crude but accurate. probably only partly based on reality, though.

you have not orientated the map by rotation you have inverted the map. that just does not sit right.

Well, here is another find. Looking at activity clusters and the map for those areas I came up with another hit and made took a screenshot of the topo of the area. It's near UC Davis. There are interesting similarities including a lake, cul de sacs, interchange, and a triangular intersection off the interstate.

Well, here is another find. Looking at activity clusters and the map for those areas I came up with another hit and made took a screenshot of the topo of the area. It's near UC Davis. thank you brawlpups: I just want to make certain that we can visually and philosophically distinguish the two layers of the map. The bottom layer comprised of circles swirls and patterns is an actual satellite image traced onto the map. That is EAR’s bread-and-butter in this case. The diagrams on top are the window dressing, and detail very specific covert movements into and out of Diablo West. I am more than happy to go through each diagram. For the sake of brevity at this time let me just say the diagram is a depiction of the operational stages of a circuit from Crossroads shopping center through Diablo West and back again. There are two underpasses which can be seen from the sky namely the iron horse trail underpass and the San Ramon Creek underpass. Crossroads shopping center provided quick access to both underpasses. Therefore the manner by which we can identify the perpetrator, or drastically narrow the pool, is to determine the most likely way the image was accessed. After that, we determine how it was transferred onto a spiral notebook all the way to the tines of the paper. Must the paper have been removed before transferring the map? I don’t believe so because when recovered mad is the word and the punishment map were still partially intertwined. We also need to estimate the width of the lead which was used inside the mechanical pencil to trace the satellite details. I believe it was the smallest possible .3 MM. Finally we have to remember that the diagrams were based on landmark navigation, and at times purposely incoherent. The map was also a trophy map. Those parts of the map (such as the W shaped building which was an identical copy of seven apartments at Belann Court in Concord) were known only to the offender.

PS EAR knew a little something about masks … there is no lake. He was very interested in property lines but not from a developers standpoint. Property lines were important because he would pass through lots to enter a neighborhood. Time and again you will notice lots which were erased. Those were the pass-through lots. Foliage was also precisely erased on either side of crossroads shopping center. That foliage would be passed through to get to and from those underpasses, as well. This map was going to be with him during the assault. Not the assault at liberta court, but the assault which was imminent at Diablo West. He would plan operations simultaneously within clusters thus, the reason the map was with him preceding the assault of liberta court.

For my two bits are perhaps people are too hung up on the idea of satellite imagery as opposed to DOQQ (arial imagery)
DOQQ are a more likely source as the camera platform on a plane vs a satellite and the amount of post processing and availability make a plane more common in that era. Getting satellite data was less common, access was less common, (no internet)  and any large area the state would do an arial survey. Imagery is imagery however, no way to know since it's still a picture of the same terrain. Only the level of detail, resolution, and mean square root error would be different.

OK I had to go back and see the format (aerial or satellite) when I realized the satellite image was warped, which was causing blurriness. So here's the clean comparison now. Huge difference.
