After their original and very flawed original investigation in the 70s and 80s led nowhere, California LE had some 15 years after the most recent ONS murder to initiate a legit "new" investigation into the case, prior to the DNA connection in 2001. They didn't do it because they didn't feel like they needed to do anything. There was no glaring media spotlight on them. In my opinion, LE's hope was that the EAR/ONS case would eventually be forgotten, thereby saving them from embarrassment that they never solved the case.
Even after a DNA connection was made in 2001 LE apparently did very little to investigate. Again, best to let old unsolved cases die.
Were it not so tragic, it would be amusing to me to recount the excuses LE has offered through the years as to why the guy was never caught. None of those excuses are believable.
It's only been in the last 5 years that LE has gradually been forced to respond, as the national press has begun shining a bright spotlight on them.
People like Deb and Shelly and other victims have worked very hard to inform the news media of a cold case that the news media previously knew nothing about. New public awareness is directly tied to the efforts of these victims ... not to law enforcement.
Are these "new" investigators about to solve the case? Everyone hopes so, of course. But don't count on it. Again, all this buzz and hubbub by LE is meant to pacify the national press.
People who have been around the case for a long time can cite numerous similar times when everyone thought we were on the verge of getting an actual arrest. Yet, every single time, it was a tease, a lot of buzz, but it always fizzled out.
After a while, one gets cynical. LE has a very loud megaphone that is effective in convincing the public that LE is hard at work and that progress is being made, blah, blah, blah.
I would advise anyone new to the case to be hopeful, but only because of the indefatigable efforts of victims insisting on more publicity, more media spotlight.
But neither the victims nor the press can solve this case. Only LE can do that. After their 40 years of failure, how optimistic can we realistically be?
