Lady Who Called Police Thinking Ex was GSK

Been looking at this board a lot and maybe I missed the info on this and been gone over, but thought this was interesting. IMO it's pretty bad police work to dismiss a suspect because his DL says he's 6'2 without even contacting him. If we are going on the assumption that this guy is calculated and highly intelligent it makes sense he put his height different than what it is to throw the cops off. When you get a drivers license you put your own height and weight in, I always cheat and make myself an inch or 2 taller for the hell of it The woman said he was 170 pounds, at 6'2 that's abnormally skinny. Anyone know the name of the woman or man this is describing?

An investigator received a call from an anonymous woman.
"I saw a sketch in the paper about the rapist," she began. "He looks like my old boyfriend. We were engaged, but broke up in April last year. He was real upset over our breakup and began to drink a lot so he was in the hospital for it and then moved back with his parents over in Solano County. I didn't hear about him again until December last year when I found out he was living with two friends who were going to college in Sacramento.
"I saw him again at a party in July, but he let on he didn't recognize me and then the next month I saw his father and he said his son had stopped in to see him and said he was working circulation for a major newspaper. e father thought it was strange because he hadn't seen him in years because they didn't get along too well. His father never had time for kids and his mother used to yell at him a lot, so he didn't get along with her, either."
"Last week he called me at work and said he broke up with his girl- friend and I should know how it felt. He sounded real strange on the phone and when I asked him if he was home he said, 'Let me look around. Yeah, I'm home.' He was real spacey."
The woman told the investigator that her ex-boyfriend had gone to Diablo Valley College for awhile, took Administration Of Justice classes, tested with Concord P.D. and the Sheriff's Department but failed the orals. He wanted to be a cop, and had worked security for K-Mart. The last time she had seen him he was dirty and was wearing run down, dirty tennis shoes and an old shirt. She described him as about a hundred and seventy pounds, brown hair and greenish blue eyes.
The detective took down the name and possible address and thanked the caller.
A records check showed contact with Sacramento Muni Police in 1977 for traffic and with Sacramento S.O. in 1978 for assault with a deadly weapon and possession of a silencer. His driver's license showed he was six feet two inches tall. Concord eliminated him because of his size without contacting him."
