From my understanding and what I have looked into, every time L.E would set up for a phone tap, he would stop calling, like he had some kind of heads up or tip, very chilling stuff.
I know folks think he has a real estate connection, but I think he worked for the telco. It is my opinion that he was involved with servicing and connecting bell wiring to new and existing developments. The guys who usually set up the traps were also the linemen who would service telex cabinets and work out of the Central Offices in each district.
This would also explain the paint findings.
Funny that because one of the most expensive ever Australian serial killer cases (The Claremont Serial Killer) had absolutely no viable suspects for almost 20 years untill some detectives started testing some old sex crime evidence from Years earlier from an attempted rape and found a DNA match which then made them look closely at the case and they realised they had an original suspect who's DNA matched the Claremont Serial killing DNA, from there they finally made an arrest and look to have solved the case. Guess what the occupation of the Claremont serial rapist/killer was? Telstra/Telecom worker, worked for the biggest telecommunications company in Australia at the time, and was a Telstra technician who used his vehicle to covertly swing under the radar.
The one thing that always stood out for me when it was unsolved was the fact the offender had phoned one of his victims parents after she had been abducted and taunted the father. He swore it was from the killer and not a prank call. 20 years later they made an arrest and the serial offender (Bradley Edwards) was still working for the same telecommunications company. The biggest question was how did the killer know the victims parents phone number? Because he worked for Telstra, that is how. That is also how they couldnt trace him.
Long story short, you may be onto something here.
