This is a THEORY. I based it on the Akron Ohio couple who was possibly accosted from in front of the female victim's house at midnight after returning from a date.
Lets say the CPK was a neighbor of Sandra, who lived across the street in a house on the waterfront.
He could have seen Keith pick up Sandra. He could have then waited for them to return to Sandra's house and accosted them there. He could have approached them, gotten close to them, without arousing suspicion until it was too late.
After Keith picked up Sandra and drove off, the killer could have towed his boat or hauled it in the bed of his truck to the turnabout and lodged it on the small sandy beach at the bottom of the hill in front of where Keith's car was found. Or under the Indian Field Bridge. Then, drove back home and waited.
He could have abducted them right there in front of Sandra's house, using Keith's car. He could have drove or forced Keith to drive away at gunpoint.
He could have kilked them, disposed of their bodies, driven to the turnabout and parked Keith's car there. Then, walked on the Parkway until the steep hill was more level to the road, turned toward the water and walked back in the direction of the car, to the small sandy beach where he left his boat earlier, and sailed home.
What about the individual scent trails picked up by the dogs?
The killer must have handled the bodies, causing Keith's body cells to get on the killer's clothing, which then shed from his clothing onto the groun, creating the trail the dogs followed. Also, from driving Keith's car and sitting in the driver's seat, he would have picked up thousands of Keith's body cells and Keith's scent.
The second trail that lead all the way to the Indian Field Bridge then under the bridge and into the water could have been when the killer returned to get his jacket and drop off the clothes. He would have been carrying the clothes and Sandra's body cells would have been dropping onto the ground as he walked. Sandra's body cells and scent would have been on his clothes from when handling her body.
When the CPK returned to Keith's car at 7AM, he could have sailed to the Indian Field Bridge. He could have then hid his boat under the bridge, walked all the way to the car, scattered the clothes and other personal items, grabbed his jacket and 2 beers, then walked back to the bridge using the exact same path he took to get to the car, got into his boat, and sailed away.
