Chief Willick became Chief in early May, 1979, two months before the arrest. He didn't hire DeAngelo but he quickly put an end to DeAngelo's six year career in LE.
The possible Visalia connection for the EAR was reported in an article in the Sacramento Bee and then the theory was quickly disparaged in the same paper by the Sacramento County Sheriff's spokesman. Why do you continue to think Chief Willick should have thought there was a connection between Tulare County and the EAR when the Sacramento County sheriff clearly didn't? I think hindsight bias is causing many people to scapegoat a very decent man - Chief Nick Willick.
I would like to know more about the shoplifting arrest, the investigations by both police agencies, and the trial. Given what he knew at the time Chief Willick acted reasonably. All of the conjecture about conspiracies and the blaming of Chief Willick is just bunk, but it keeps the pressure off of the Sacramento County Sheriff, which is a shame.
Cool story. The way you tell it, it may leave the reader thinking that Willick just happened upon JJD and Auburn PD "two months before the arrest" and that "he didn't hire DeAngelo" so the perception is he just got there and was still learning who's who.
Do you also happen to know where Willick was prior to becoming Chief in May 1979?
