Very good questions!!!Sequence of events:
A non-agent FBI photographer (they made a big deal out of that) leaves the FBI. He quietly takes copies of photos with him from FBI office. Probably slides at one point, later transferred to a PowerPoint format.
He takes a part-time job teaching at the now defunct Mid-Atlantic Training Academy, where he uses photos in his classes.
At some point later according to the FBI, he dies.
Mid-Atlantic Training Academy continues to use photos.
Some years later, con man and former Gloucester County Deputy Sheriff Fred Atwell is invited to speak to a class, and becomes aware of the existence of the photos.
Atwell may have been working an extortion angle at first, but then Atwell claims he approached the FBI and Virginia State Police and they did not respond to his concerns about the leaked photos.
Not getting satisfactory response from FBI/VSP, Atwell begins pitching his story to local media.
Investigative reporter Mike Mather of WTKR Channel 3, CBS affiliate in Norfolk, bites, files two long stories on the leak in September 2009.
Scandal blows up, although FBI tries to control the damage, and does not contact the families to let them know of the leak or the WTKR stories.
Strictly by chance, Bill Thomas (me) discovers the stories in a Google search a few weeks later . Bill contacts the other Colonial Parkway Murders families for the first time.
With Bill's coaching, Colonial Parkway Murders families begin hammering the FBI in media interviews on the leak and lack of resources. FBI starts to respond to media pressure.
In January 2010, FBI Norfolk/Newport News takes the highly unusual step of flying in the Colonial Parkway Murders families in from around the country, putting them up in hotel rooms, briefing them on the case and next steps.
FBI puts resources back into the case.
