I'm summarising here various pieces of information I've gleaned from a day of reading articles and reports; hope it helps. Cleo - I've highlighted a couple of points you might be interested in.

Firstly, here's a 1987 photograph of Laurie Ann Powell:
Laurie and her family (mother, step-father, and a sister) had moved from Hampton to Gloucester County in ~1984.
In 1987 Laurie competed in the Miss Gloucester and Miss Teen Virginia pageants (and, prior to her death, had planned to participate in the 1988 Miss Daffodil pageant).
After graduating (June 1987) from Gloucester High School Laurie worked as a receptionist for a couple of months (sometime between Sept-Dec 1987) at Ron Little’s Advance Security. There was no crossover with Brian Pettinger, who had left the firm in early 1987. In 1988 she was working at her mother’s store, ‘Jo-Ann’s Video’ in the Edgehill Shopping Centre.
At the time of her disappearance she had been dating her boyfriend for ~3 years. I’m not going to name the boyfriend in this post. Laurie’s friends said they had seen her getting into fistfights with her boyfriend; described Laurie as a fighter, who carried a knife and could take care of herself.
On Tuesday 8 March 1988 an argument with her BF ended with Laurie getting out of his car and she was last seen by him between 2330-0000 hrs walking on the “dark and deserted” Route 614 towards Route 17 in the White Marsh area. She was wearing a purple pullover, cotton shirt with a white collar, purple and cream colored pants, and a dungaree jacket.
The BF said he returned ~40 minutes later but she was no longer there. Nearby residents and employees of a convenience store did not see or hear anything. Her family and friends said that if she had accepted a lift from someone then she likely knew the person.
Laurie was not scheduled to be at work on 9 March and her family assumed she was staying with a friend. When she did not turn up for work on 10 March her step-father reported Laurie missing to the GCSD. Here's a photograph of Laurie's mother taken in March 1988 (and, if you cannot read clearly the flyer, Laurie was 18 years old, 5'2", 110 lbs, blonde hair and blue eyes):
On Saturday 2 April 1988 Laurie’s body was spotted floating in the James River. Her death certificate says she was found off Craney Island but news articles say off Hampton Flats. These locations are in close proximity to each other (on opposite sides of the river) and both are near Ragged Island.
Her body was found nude, no bindings, and with multiple stab wounds to her back. The death certificate states ‘unknown’ for date and place of injury.
