If you think about what Hoth said earlier how the killer most likely brought their clothes back and placed them in their car. I think he did this so that nothing could ever be found in his possession that belonged to the victims. Nothing to link him to his victims.
Then you have to think about Keith Call's dad spotting Keith's car that morning on the Colonial Parkway. Dad stopped and looked inside the car but he didn't see any clothes. Their clothes were taken by Park Rangers or other LE personnel and brought back and placed in the car by the Park Rangers and / or other Law Enforcement personnel. If Keith's dad had not stopped that morning and looked inside of Keith's car we would be none the wiser. We would have another case where the victim's clothes were found in their vehicle not knowing how they got there. If the Park Rangers thought the couple had been victimized then wouldn't they consider the vehicle and everything in it to the crime scene? Tow the car in just as found then start your investigation. Don't remove the clothes and only the clothes, which happen to be what victims had to cover their bodies therefore go with the bodies wherever the bodies go. When the clothes come back and the bodies don't then I don't care what their story is, I'm looking into whoever took those clothes.

IMHO the person who returned the clothes to Keith's car had a good reason to go back to the car, I feel the returning of the clothes may have been an after thought by the killer. perhaps he had to go back to the car to retrieve evidence he may have left in it, and while retrieving what ever he left in Keith's car, he decided to return the kids belongings so he wouldn't be caught with them in his possession?
Whatever the reason for returning to Keith's car, it must have been very important for the killer to risk returning to the car. Going back to the car just to return the kids clothing is not a good enough reason to return to the car/crime scene and risk being caught, unless he was LE and if found at the scene he could just explain that he just came upon the car and was checking it out, he didn't fear being seen at the Overlook. IMHO, the killer returned to the car because he needed to retrieve evidence that would've given his name to LE. I believe the grey Jacket that Keith's dad saw in the car, but was never seen again, was the killers and had something in it that would've lead LE to the killer.
Maybe when he couldn't find it he rustled through the kids' clothing and when it wasn't amongst their clothes, he realized he left it in Keith's car. Keys in the pockets, or his wallet, or something else?
Like Mustangman said, it had to be something that could lead L.E. right to him. Or else, its unlikely he would have risked being there in daylight.

I've always felt that the CPK forgot or lost Brian Petinger's truck keys. That he went back to the truck to relocate and stage it but when he got to it and didn't have the keys, he got so upset he broke the door handle.
Maybe the same thing happened in the Call-Hailey crime. He FORGOT something - left something of utmost importance in the car. His jacket. Maybe his keys were in the pocket. If he was already carrying the clothes when he went back to the cr to get his jacket, he could have decided to throw all the clothes and personal items in it while there.
