I believe mustangman has a strong and plausible theory. It could explain the long asked question of how this killer moved vehicles and couples without an accomplice.

Who'd think twice about seeing a tow in progress? I never look inside vehicles being towed. How are big trucks towed? Are they hauled?

Both bodies would be concealed. The front of the car would have been the most visible.
Maybe the CPK was the early morning tower for the Parkway. A few months ago I recall coming across a lawsuit of trooper brutality. It involved a guy who complained about troopers using the same towing company all the time. The guy was a tow truck driver and when he showed up to tow a car the troopers intimidated him, even beat him up. I'm going to see if I could find that case. I wonder if I posted it here somewhere.
Perhaps this was the reason the vehicles were left on the Parkway. So that he'd be called to do the tow.
This could also explain the dog's backtracking. He could have,
- towed the car, with the bodies in it to the spot it was found.
- switched over to Keith's car.
- left the tow truck there.
- drove the car to the Indian Field and thrown his victims over the bridge.
- returns to the tow truck - dog followed the scent of Keith's car.
- parked Keith's car and switches back over to his tow truck.
- drove away in his tow truck.

That's a really good call. I recall reading your theory. I've spent the past hour looking for that law suit I found a few months back. I don't think I posted it and my computer is jam-packed with CPK research.
I'm going on a trip and don't know if I'll have time to research while I'm gone. But the case I mentioned earlier was filed in the eighties. A mother sued the Commonwealth PD. There were witness statements. One in particular caught my attention - the girlfriend of a 20 year old tow truck driver saw a trooper kick her boyfriend in the back. He took them (her and her boyfriend away from his tow truck). I'm not absolutely certain about the details but it was along this line - The tow truck driver arrived at a tow job. It wasn't the first time he was confronted by a trooper who told him to leave because the trooper called another tow company. The guy was angry because according to his mother's testimony, the trooper's family or the trooper had a towing company and they were hogging all the tow jobs. In the lawsuit it was said by doing that, it was an unfair business practice and that the trooper was using his position to hog the tow work. I don't remember other details other than that the trooper brutalized the 20 year old man. I think the 20 year old tow truck driver may have died as a result of the confrontation, and that was the basis of the mother's law suit.
I found a few cases where Virginia State troopers were dismissed for misconduct. That was one of them. It was at the same time I found the law suit about the trooper (or a security guard who was a police imposter) who beat up a man during a festival. I hope I can find it again. I found it once.
Mustangman the tow truck theory may be the answer to how the hell this madman was moving two vehicles, getting back to one after driving another, etc.... and it would explain why he had rope and diesel. I wonder what tow companies had contracts with the NPS back in 1986-1989, or were called by rangers when cars needed towing.

ALSO:
- the National Park Service for the CP may have used the same company for all its tows. There may have been a contract between the CP/NPS and tow company. If this was the case, the killer may have left the vehicles on the Parkway knowing he'd be the one to be towing it.
- a seasonal employee/ranger could have had a regular job as an emergency road service truck driver the rest of the year, or he owned such a business.
I'm beginning to believe the killer is from somewhere near Bluefield. That he was a tow truck driver and a policeman. That he MAY have murdered Trooper Bowman. Thinking about Michael Margaret's jeep and the way it was parked - backed up on the curb, the rear wheels up on the curb and the front wheels on the road. That would be how a tow truck would leave a vehicle. I'm not 100% sure of that parking job, so I'm going to look at the photos right now.
Worrell died a few years ago. If he wasn't the CPK, he may have still been associated with the killer.

I'm going on a trip and don't know if I'll have time to research while I'm gone. But the case I mentioned earlier was filed in the eighties. A mother sued the Commonwealth PD. There were witness statements. One in particular caught my attention - the girlfriend of a 20 year old tow truck driver saw a trooper kick her boyfriend in the back. He took them (her and her boyfriend away from his tow truck). I'm not absolutely certain about the details but it was along this line - The tow truck driver arrived at a tow job. It wasn't the first time he was confronted by a trooper who told him to leave because the trooper called another tow company. The guy was angry because according to his mother's testimony, the trooper's family or the trooper had a towing company and they were hogging all the tow jobs. In the lawsuit it was said by doing that, it was an unfair business practice and that the trooper was using his position to hog the tow work. I don't remember other details other than that the trooper brutalized the 20 year old man. I think the 20 year old tow truck driver may have died as a result of the confrontation, and that was the basis of the mother's law suit.
I found a few cases where Virginia State troopers were dismissed for misconduct. That was one of them. It was at the same time I found the law suit about the trooper (or a security guard who was a police imposter) who beat up a man during a festival. I hope I can find it again. I found it once.
Mustangman the tow truck theory may be the answer to how the hell this madman was moving two vehicles, getting back to one after driving another, etc.... and it would explain why he had rope and diesel. Your theory is strong. Especially since I don't believe he had an accomplice. I wonder what tow companies had contracts with the NPS back in 1986-1989, or were called by rangers when cars needed towing.

He would be very familiar with police procedures and the officers, he could've known their routes and timing.
A tow truck isn't out of place on any road, no one would think it suspicious.
A tow truck has a police scanner and radio to communicate with them.
Tow truck drivers in small towns also double as volunteer fire dept. or volunteer police. (I personally had a friend who was all 3).

ALSO:
- the National Park Service for the CP may have used the same company for all its tows. There may have been a contract between the CP/NPS and tow company. If this was the case, the killer may have left the vehicles on the Parkway knowing he'd be the one to be towing it.
- a seasonal employee/ranger could have had a regular job as an emergency road service truck driver the rest of the year, or he owned such a business.
I'm beginning to believe the killer is from somewhere near Bluefield. That he was a tow truck driver and a policeman. That he MAY have murdered Trooper Bowman. Thinking about Michael Margaret's jeep and the way it was parked - backed up on the curb, the rear wheels up on the curb and the front wheels on the road. That would be how a tow truck would leave a vehicle. I'm not 100% sure of that parking job, so I'm going to look at the photos right now.
Worrell died a few years ago. If he wasn't the CPK, he may have still been associated with the killer.
