However, if Batman is a local marauder, then:
1. He is able to avoid the investigation in Bath - possible if he isn't on any housing lists or the electoral register. Levi Bellfield was able to avoid the police in the Millie Dowler case. They went to his girlfriend's home 11 times to interview him, but Levi was never they, so they gave up...
2. He doesn't live in the area near Bathwick that Dr Canter mapped as his likely 'home area' - again possible as murder mapping isn't an exact science.
3. He has a huge overall 'active area', for an offender striking only on foot - again there are sometimes exceptions to the statistical 'rules'.
4. On one occasion he is able to cover a good deal of ground between attacks in only 15 or 20 minutes - it's possible that he walks/jogs but there's also a report of a car almost crashing as he seemingly makes his getaway from the first attack.
5. There are a couple of other reports of cars in the series and the Batman is a very competent driver- it's possible he doesn't have his own car and has learned his driving skills through car crime, but I'd be a bit surprised if someone involved in car crime would be able to stay off the dna database.
6. He is seen wearing a bouncer or security type outfit - a lot of security guys don't work where they live. They don't want to be off duty and in town with the wife and children, and run into those they've bashed up or kicked out.
I sometimes get the feeling the Police had a good idea who the BR was, he's now dead from his criminal activities and have just decided to let sleeping dogs lie, why there's been hardly any interest from them in solving this. Might even be worth research any local criminals who were murdered in the early 2000s.
