New Theory....go with it....Vietnam Vet and a Sac Cop who left the force when the Sac Rapes Stopped
I have followed this case on and off for a long time and have been on this board all night. I find it endlessly facisnating and disturbing. Let me introduce myslef by saying I retired from the military last June after 20 years and I am a veteran of the Iraq war. Alot people have put forth that EAR was military or LE. I have insight into that psychology having been in the Military and having worked with alot of Cops when I supported reservists for three years.
I am going to attempt to thread togehter some of clues, posit some new one, offer some new psychological theories (and refine some of the others) and hpoefully add something to the profile that I have not yet seen on this board.
First off the one theory or profile nobody has put forth was that this guy was a Vietnam Vet, and possibly a very disturbed one at that. Think about it: His age is estimated to be 26-30 at the time EAR. That has him graduating from High School in the Late 60's, which in turn has him getting drafted to go to Vietnam, which would have exposed him to some very bad stuff which could have affected him. We'll come back to this.
I think the whole micropenis clue has been severly under examined. That would explain his rage towards women. He seems like he was an intelligent and possibly attractive man, who would be able to initially attract potential girlfriends, but who probably rejected him once their relationship became sexual because of his short, thin penis. This would certainly explain his rage towards women and his desire to emotionally castrate men as he probably felt somewhat like a Eunuch himself. Unless he married a deeply religious women (which is entirely possible as did BTK) who viewed sex as something for procreation only, an excessively small penis would be an issue for most women. As a result of his inability to maintain a relationship or sexually satisfy a women, he probably turned to prostitutes, which in turn escalted as he became consumed with rage over his rejection from the type of women he truly desired. Rape was a means to "have" those women.
Let's not also forget that if he was probably in the military. Communal showers with 50-100 men, especially at boot camp, would have made him painfully aware of this underendowment and, especially back then, he may have had to endure ridicule.
Let's get to the Bottom Line: He was a Cop. PERIOD. Why was able to keep such odd hours? BECAUSE HE WAS ON PATROL LOOKING FOR THE EAR. How was he able to blend in? HE WAS COP SO NO ONE WOULD EVER SUSPECT HIM. As a cop he could stalk neighboorhoods and people would barely notice, if anything they would feel safer when they saw him or his cruiser. This would also explain how he knew the geography so well. The German Shepard? THOSE ARE POLICE WORKING DOGS. THE GUY WAS PROBABLY A DOG HANDLER. Also, the way he would initially control couples when he blitzed them and cleaned up the crime scene is indicative of someone with LE training (I know this has been explored before.
In the early 90's there was a serial rapist in San Diego who was a cop. He eluded capture for so long for that very reason. He was part of the daily briefings on his crimes and had inside info on the investigation. He could be out at odd hours on patrol. He used LE techniques to control couples when he confronted them. He even used the same MO as EAR which was to attack couples, tie up the man, and rape the women in earshot, except he committed his crimes on the beach. He was eventually caught because he attacked two cops posing as a couple in the area where the rapes occured and he got shot. This guy was married and had kids.
So here is the guy we are looking for: A Vietnam Vet who joined the Sacremento PD in the 74-76 timeframe. He also probably worked with Police Dogs at some point. Here is the key clue however that will allow us find him pretty easily: He didnt just "leave" or "move" from Sacremento when things got too hot: HE TRANSFERED TO ANOTHER PD NEAR WHERE THE ONS MURDERS OCCURED.
So here is our guy: Vietnam Vet (probably from Sacremento and drafted from there); Dog Handler; Sacremento PD 74-79; Orange County PD 79-until mid 90's when he retired. I'm thinking that someone with the resources to hire a private detective could could go through the public records in Sacremento and find out which cops transfered out of the dept to another PD in Orange County or near the ONS murders in 1979. That name is out there..........
Let me posit one more theory: CHiPS. That would also explain how he was able to move around CA so much, remain above suspicion and hone his craft. Although he probably started out at the SAC PD before he was accepted to the Highway Patrol. Maybe that's why he left in 1979. For no other reason than that's when he was accepted to the Highway Patrol. Either way, that name is out there also.......I bet he was a dog handler too....that should help narrow down ther search.
I'll add one more thing: It may sound like I'm bashing cops and Vets. I'm not (or at least not trying too). I am Vet and have worked with many Cops. 99% are fine men and women. One poster asked if he was a paranoid schizo and I think most posters debuked that. He was way too "good" at whathe did to be that disorganized. He did clearly however fall along the narcissitic personality disorder spectrum and people who are inclined towards that will be drawn to military or LE careers. If they want to belnd in and make a living they would be drawn to the authoritative allure of military and LE careers. Their NPD would also not stand out as much either in such an authoratative, macho environment.

Thanks Aaron, I put forth the dog hanndler theory because I though that might be one way of narrowing down suspects. Also, did he ever break into any houses with dogs? I haven't done enough research yet but if he did then he knew how to control those animals. Also, if he brought a dog to a crime then that dog was very well trained and disciplined....didn't bark etc....and here is a chilling thought: It was comfortable being at crime scenes.

That EAR/ONS was a police officer DOES make sense. However, wouldn't his patroling areas that later were crime scenes alerted witnesses to the fact? It's also possible this guy was a police acadamy washout; possibly due to a female trainer that failed him. The fact that he cleaned up the crime scene, and left no clues leaves me to believe he either studied true crime books, or had first hand training in CSI.
Conjecturing further, what if he was related to someone in LE? Growing up in a LE environment would have helped him elude capture. JMHO

Setrpeoh, anything is possible, but here is why I'm sticking to my theory by offering counterpoints to yours.
As a cop, he would know the whole city and/or have an aptitude for urban geography. He could operate outside his patrol area.I don't think he was washout for one simple reason: He was too damn "good" at what he did. So "good" in fact that I would posit he was "good" at what he did in his "normal" life. In fact, I would also posit he did well at the academy. Also, based on the sheer number of attacks, over a relatively short time period, in a pretty tight geographical grid square, that indicates to me he lived in worked in that environment. That also means he had to "get along" and "blend in", especially if he lived or worked in a densely populated area. This is not someone like the UNABOMBER who lived like a lone wolf in the woods who everyone would think is crazy if they met him who only came out comitt one of his attacks. Again, the sheer number attacks within a tight time period and geography indicates he lived/worked in the city and had to blend to in.As for a female instructor failing him at the academy: IT WAS THE MID 70S. Remember when "Police Woman" was considered progressive and forward thinking? (I don't actually....I'm only 41, but I know my pop culture) There were probably barely any women on the police force if there were any at all back then so I doubt there were any female instructors he had to deal with. Come to think of it that is another reason he would join LE. Very few women, if any, that he would have to deal with as peers.Also, if this guy exhibited regular hostility to women, thats just one more thing that would make him stand out. I'm convinced he could "get along" and I bet he got along ok with women in daily life. I think his problems arose when he attempted a normal sexual relationship with one.I'll also go back to being a cop would help him elude capture more so than any other profession. Imagine if he got pulled over at checkpoint. He would flash his badge and unless the same cop checked him different times he would wave him along without giving it a thought. That brotherhood is so tight, especially back then, you would have to get caught red handed in order to be considered a suspect.As far as growing up in a LE family that fit the profile. Strict upbringing (broad generalization I know), Dad helped him get on with the force (if he needed help) if there was something "iffy" about him that would have prevented him from getting in under normal circumstances.I'll also go back to the case of Henry Hubbard Jr. Google him. He's the cop I mention in my very first post (although I had to be reminded by another poster of his name) Sociopaths, even psychopaths, with a corimound condition of malignant narcissm are quite capable leading a normal life.
