I've mentioned this possibility on several threads and some people seem mildly interested, so I'm giving this intriguing possibility its own thread. I myself rode the trains all around the western US for a couple years back in those days. I'm not especially proud of this fact but I'm not ashamed of it either. It was fun but I could see it was not a career path leading to a nice retirement in a condo so I got back in to a respectable lifestyle pretty quick. Point is I know a little about it from personal experience. Back then tramps were all over the place in Roseville, Sac, and wherever a train stopped in California. Only in the big cities like Oakland and LA would the railroad bull throw you in jail. The word was the railroad companies didn't like to lock you up because they had to pay your room and board while you were in jail. But I digress. Some of these guys riding trains were criminals of various types--they knew they were essentially out of the reach of LE because LE couldn't really go on railroad property without some kind of warrant and LE of course wouldn't want a *in contest with the railroad bull over jurisdiction. Roseville is real close to the Sac attacks, especially Citrus Heights. Now I find out Goleta also had a hobo jungle. Maybe at least some of the times he used freight trains as getaway vehicles. Did LE ever explore this possibility? Probably not. For 30 years they've been looking for a kid that lived in the area that maybe worked at a junkyard, etc. So far no luck. So I throw out this possibility.
