Sacramento held a news conference today stating another rapist has been arrested.
Several things at play:
First, the new DNA technique at work again. Hurray!
Secondly, Ann Marie Schubert and Detective Pete Willover used the Doe Subpoena for the first time just before the statute of limitations was up.
Detective Willover called Schubert to tell her about a case where the statute of limitations was about to run out. Coincidentally, the Sacramento Bee had just run a story about a Wisconsin case where the John Doe Subpoena was used. So Schubert issued one for the first time in California. Halleluja!

Thirdly, law enforcement never gave up!

One of the cops in the press conference said and I'll paraphrase: "Preditors and monsters no longer can hide. The clock is ticking and their time is us" (picture the Mormon Tabernacle Choir playing Alleluia here.)
Two cases mentioned:
5/5/92 the 52 year old victim arrived home, deactivated her alarm, and was attacked by the perp waiting inside her home. The attack went on for 3 hours.
January 1994, Davis, a 22 year old college student left her job and jogged through a neighborhood she knew well and was considered safe on the way to the market. She was tazed and dragged and raped.
LE is looking for other cases. He has lived in several states including California and Florida.
The police describe that torture was involved in these crimes, the use of a knife and that the attacks were monstrous. They didn't give any other details.
The preditor is 59 year old Mark (Manifeld/possibly Manteufell)). They didn't provide the spelling, that is just what it sounded like to me. He was arrested in Decatur, Georgia. He had worked for 20 years for the Federal Bureau of Prisons.
For a time when he attended Sacramento State and worked part time as a lecturer in Law Enforcement at Sac State. (sadly to say.)
