Did LE ever go to the media regarding this POI in the early days of the investigation? Maybe there were others approached with this ruse prior to Janelle.

Note that the invesigators did go to the poster who relayed the kitten man info on this board shortly after Janelle's murder. As you can see in this interview with Det. Montgomery from JJ's site, the poster failed to report the "kitten man" story. I think it has become more urban legend than fact.
Interview from "JJ's website with Det. Montgomery:
"The poster on the AETV website was interviewed by the police on May 6, 1986, at 7:23 pm (this would be two days after the murder which probably occurred about 11 pm on May 4, 1986). He was an acquaintance of Ms. Cruz and in 1986 he told investigators that he had last seen her on April 29th and had last talked to her on the phone two nights before the murder (May 3, 1986). He did not claim to have visited her home before the murder was discovered or recounted her appointment with an old friend for the morning after the murder, nor the sighting of the strange car parked at her home. The kitten man was never mentioned at the time as a suspect by the poster and no such suspect turned up in the investigation. Inv. Montgomery does remember vaguely that the poster’s father was a weird character who had had several run-ins with the law over the years and was well known to the police."

The KM started to fade into irrelevance until Janelle's sister provided the information about the Marine that Janelle was dating shortly before her murder. Because the KM was described as staying with a Marine (and the EAR has a muscular build and is a consummate liar) it is possible that all these can be reconciled into the same person.
The fact is that this Marine has not been identified either. I do not think that enough effort has been expended trying to identify the kitten man. We simply need only look at the San Ramon situation to see how deeply Mr. Tank Top was investigated or to Carmichael to see how deeply the Oldsmobile information was investigated. Capt. Rupf made a similar statement about Mrs. Appel regarding Mr. Tank Top. I have seen little follow up on some of the most important leads in the case. Even if what Montgomery says is true, one would still expect a follow up based on new information.
There have been cases that have been turned on witnesses who grow up and come forward and provide more of what they knew.
