After lurking for several months I finally decided to join up so I could ask about this. After the announcement, I went over to /r/sacramento over on Reddit to see if the locals had anything to say about this case and the announcement. There was one particular comment that I thought was really interesting, coming from somebody whose parents were living in Fair Oaks at the time of the rapes.

The quote: "Growing up in Fair Oaks I heard the story of these rapes and murders. And how one night when my mom was home with me and three of my siblings she thinks she had a close call. Apparently one of the ways that this guy would get into peoples homes is that he would turn the water on outside. When someone would hear their water running they'd go outside to turn it off or check it out. That is when he'd approach them as they went back in. So one night my dad was out of town and as my mom is going to bed she hears her hose turn on outside. She immediately thinks of this rapist and is not sure what to do. She then calls a neighbor friend to who makes a lot of noise as he comes over to the house and she had turned on all the outside lights. He finds the hose was definitely turned on, not just leaking. After this incident my dad and many others in the neighborhood put in more lights around their homes. As kids we were very not very aware of what happened, but we were definitely told this guy was around and to be safe at night especially. Only today did I find out he had never been caught! "
I had never heard of this before! So this got me thinking about those two MO's that LE is keeping under wraps. Do you think it's possible that the EARONS would actually turn on the water outside of some people's homes? Or maybe do you think that this person and his mom may have confused EARONS with some other offender who was active at the time? It's such a spooky way to lure somebody outside, if you think about it. I can hear the water being turned on from outside anywhere inside the house. I wouldn't think for a second about running outside and turning it off. It's scary to think that somebody could easily slip inside of my house while my back is turned for a couple seconds, then just hide in there, waiting until I go to sleep. It would probably only work on certain types of houses, like those with recessed front/back porches or with the hose on the side of the house
Anyway, I'm pretty sure the poster was probably just confusing some other offender with EARONS, since I seem to recall that he would come in through windows and doors in at least some of the attacks. But it does make me wonder, especially about the rumors that would have been spread from neighbor to neighbor. Maybe locals at the time would have known some extra oddities about these crimes that was common knowledge to them but remains unknown to us.
