So the Punishment letter in the latest 48 hours documentary is said to point to construction work. I am guessing this is because the word I am reading as Teichia could be something like the Teich*** construction California. You have Milling (cutting objects) and the housing estate map with what seems like a construction plan or sorts.
However I want to may look at this a bit differently.
Teichia is a name. Just someones forename. A rare one, but one.
Under that appears to be a surname starting with Le
It may also be another forename. The male. Like Leroy or something.
Punishment doesn't seem to exist alone. The words 'Come from' appear above it. Given the letter recovered could this read 'Come from punishment'?
It's also interesting the letter writer is punishing themselves writing the letter because they are repeating their punishment by writing several sentences again, over and over. Might explain the explosion of aggressive writing done on this page.

Some say it says June below. I am reading Gene.
There could be the word Br****ell in the middle of the page.
What I think this is all about is a kid who had been doing paperboy deliveries, knew the places he would deliver around by planning them out like in the drawings, would read the names on the delivery mail and over time develop a plan like the drawing. He would have a name and address and get the number of the place by reverse engineering (phone book, call the operator). EARONS didn't stop at just his primary targets. He got the neighbors names and addresses and numbers to cold call them to learn their movements.
So those names on the back could be neighbors names.
