There is a very good possibility that the East Area Rapist-Golden State Killer was a resident of the Encina Meadows Apartments (located immediately to the west of the San Jose Creek corridor in Goleta) from the summer of 1979 to the summer of 1980. All three of this psychopath’s crime scene locations in Goleta were only a short distance from the San Jose Creek corridor in Goleta: Queen Anne Lane (October 1, 1979), Avenida Pequena (December 30, 1979), and Toltec Way (July 27, 1981). I would argue that the East Area Rapist-Golden State Killer purposely selected the Encina Meadows Apartments as his new residence in Goleta in the summer of 1979 in order to avoid the necessity of having to use a car to commit his crimes and thereby avoided this vulnerability to identity disclosure. I believe that he simply left his residence in the Encina Meadows Apartments, hiked through the nearby San Jose Creek corridor to his selected target, committed the monstrous crimes attributed to him, and returned thereafter to the safety of his residence.
This psychopath’s last attempted crimes in northern California took place on July 5, 1979. It had been this criminal’s pattern in northern California to take an approximate three month hiatus in his criminal conduct when relocating to a new area, presumably to find and set up a local residence and to learn in detail for purposes of both attack and escape his new “hunting” territory. The East Area Rapist-Golden State Killer’s first two crime scenes in southern California both took place in Goleta very near the San Jose Creek corridor on October 1 and December 30, 1979.
And, a year and a half following these first two sets of crimes that he had committed in Goleta in 1979, he returned once again to the same San Jose Creek corridor on July 27, 1981 to commit two more murders on Toltec Way, again only a short distance east of the San Jose Creek corridor. Crime scene locations data indicates that he had moved to Orange County, south of Los Angeles, in the summer of 1980. And, the very last set of California crimes attributed to this psychopath, the rape and murder of a young woman, occurred once again in Irvine, Orange County, in 1986, almost five years following the last of his Goleta crimes in 1981. These facts tend to indicate a long term residence by the East Area Rapist-Golden State Killer in Orange County, beginning in 1980.
Therefore, I believe that the East Area Rapist-Golden State killer was still residing in Orange County in July, 1981, when his last attributed crimes in Goleta took place. This intelligent psychopath must have known that he must temper his conduct by the foreseeable consequences of his future crimes. If he wanted to live in the Orange County area for a long period of time, he would have concluded that he should maintain a low criminal profile there. The combination of murders and rapes occasion far too much publicity and result in exponentially increased pressure from the media and the public upon local law enforcement to solve such crimes and thus prevent any future similar crimes. Within a year of moving to Orange County in the summer of 1980, the East Area Rapist-Golden State killer had already committed two sets of crimes there on August 19, 1980 (a rape and two murders) and February 6, 1981 (a rape and murder). Logically, this serial rapist and killer would have concluded that a third set of crimes committed in Orange County only five months later would not be a wise course of action, if he intended to reside in this same location for a significant length of time.
But the very significant problem for him was that the criminal acts of rape and murder had become an irresistible psychological addiction that he must satisfy. In July, 1981, there was only one area outside Orange County in southern California with which he was intimately familiar - the San Jose Creek corridor in Goleta. Therefore, on July 27, 1981, the East Area Rapist-Golden State killer returned to Goleta and the very familiar territory of the San Jose Creek corridor to commit what came to be his final set of crimes in Goleta.
Based upon all of the credible witness accounts, this criminal psychopath was still relatively young in 1980-1981. As a general rule, young people rent or lease apartments. When the three Goleta crime scene locations are placed in chronological order on a detailed map of Goleta, they fall in a clear north to south pattern. In selecting where to live, he would have wanted his new residence to be as near as possible to the San Jose Creek corridor as his means to effect both unobserved attack and escape. And, it is logical to assume that he would want his first crime in Goleta to be as far away as possible from his actual Goleta residence to where he would make his escape following the commission of his crimes.
When one Googles the query term “apartment complexes in Goleta Ca” and focuses the map results on the San Jose Creek corridor, where all three of his crime scenes in Goleta were located, there are a number of options to consider, but only one very exceptional option to consider among all of these options – the Encina Meadows Apartments. This was the only apartment complex on either side of the San Jose Creek corridor that was north of Highway 101 (which runs through Goleta in an east-west direction). Highway 101 would be a heavy-traffic barrier to escape down the San Jose Creek corridor by the East Area Rapist-Golden State killer with its inherent risk of possible notice by a member of the public or law enforcement at this choke point, even late at night.
How then did the East Area Rapist-Golden State killer accomplish his last set of crimes in Goleta if his actual residence was at that time in Orange County? On any weekend, he easily could return to the San Jose Creek corridor area and select his target in the same manner as he had his first two Goleta targets. After making his target selection, the following week he would take a day off from his work in Orange County – vacation day, sick day, whatever – and drive up during the day to Goleta to avoid all of the Los Angeles area traffic during commute times. He would arrive in Goleta in the afternoon and would not proceed to the very familiar Encina Meadows Apartments complex until later in the evening and then park in one of the visitor-permitted lots close by to the San Jose Creek corridor – no one would take any special interest or notice of an unfamiliar car arriving late that night of July 27, 1981.
The rest of the East Area Rapist-Golden State killer’s activities on the night of July 27, 1981 are detailed in the law enforcement reports of the crimes committed on Toltec Way. After returning to his car late that night, he simply drove back to his residence in Orange County via the nearby Highway 101 in Goleta. The next day, he would report for work as usual in Orange County and not arouse any unusual suspicion. He had accomplished this same diabolical routine many times before in both northern and southern California.
The Encina Meadows Apartments were built in 1973. The East Area Rapist-Golden State Killer’s first rapes and murders in Goleta took place in the fall of 1979. Renters must enter into lease agreements and prospective renters must submit significant information to the apartment management that is presumably verified prior to being accepted as a tenant. In addition to the application and lease agreement, there are other relevant business records in possession of apartment management, such as individual tenant files and bank deposits of monthly rental checks with supporting check copies. The East Area Rapist-Golden State committed his last crime in northern California on July 5, 1979 and thus, most likely, would have entered into a new lease agreement in the months of July or August, and possibly September. Because the East Area Rapist-Golden State Killer committed his first crimes in Orange County on August 19, 1980, I believe that the East Area Rapist-Golden State was a tenant for approximately one year at the Encina Meadows Apartments before moving to Orange County.
Local law enforcement authorities should be able to contact the present management of the Encina Meadows Apartments in Goleta and request this tenant information on a voluntary basis. But if a subpoena is required by law enforcement in order to obtain this essential information to specifically identify the East Area Rapist-Golden State, law enforcement personnel may want to use the arguments that I have made heretofore in a subpoena application to the proper court.
