What do parents do with children they just cannot handle? Often in the past and even today they get shipped to a relative who is seen as being able to handle them. Sometimes grandparents and sometimes ultra religious or extremely strict Aunts/Uncles. I believe EAR could very well have been one of these kids. He very probably would have been difficult to handle.
IF EAR was a "familial foster kid" then something like below would probably be close to what occurred in California.
So EAR gets shipped at 16 years old west. A place he maybe spent a summer or two as a child. A place he learned how to ford the river. A place he explored and knew his way around slightly yet felt comfortable. He is a dropout and as such never is entered into the records of the local school systems. Other than when he gets a drivers license there is no record he exists at all in California. He pays neither utilities or rent. Maybe he appears to have found a job. Maybe he actually gets one. Either way he seems to be conforming to society in that way a little better even if he is working odd hours and is still aloof. His eccentricities are still there but at times he even seems genuinely excited about life in general. He is industrious and keeps his room clean and keeps to himself. Other than if he rented a home to the south later on he still only exists in the eyes of the California DMV. Probably doesn't ever see a shred of junk mail even.
However the next few years progress they do. EAR leaves for a time only to return for a short time in 1986. Perhaps a funeral or some other related event? It's been so long and he finds a suitable target. No one will ever know he was here.
Again in 91 he is in the area and makes a few phone calls. It is best if he does this away from where he now lives and close to those he calls.
In the above possibility it would be unlikely he would NOT change his MO after moving away. After all he would have lived a lie to some extent and making news with similar crimes that might make the California news, someone might put things together. That could be inconvenient. He probably has his own place and evidence just disappears. I doubt he would change his method of killing. Disposal and kidnapping would become distinct possibilities though. Shooting/bludgeoning and Kidnapping/body dumping are common all over the country for other killers. EAR blends in.
I can go further and things become easier in some ways outside the clutter of California, but it still could be a red herring. How seriously has anyone ever looked into EAR being from outside Cali and later moving back to his home state? I feel sooner or later he would. Just a hunch if he were from out of state originally.
