CATs and pumping stations, Cafe Version

One of our threads got away from us when one of our posters asked the following:
At the Quester Files website, Quester repeatedly refers to three things that I don't fully understand: CATs, pumping stations, and power stations. Perhaps pumping stations and power stations are two different names for the same thing, but I don't know for sure that pumping stations and power stations are the same thing, so that's why I say there are three things I don't understand instead of two.
I can tell from photographs at Quester Files and other context that CATs are the giant platforms that hold extremely high voltage electrical lines. My question is this: Why does quester call the giant platforms that hold the extremely high voltage electrical lines CATs? I suppose that CAT is an acronym. I googled the phrase "CAT acronym" and "CATs acronym", and while I could find plenty of acronyms that CAT refers to that have nothing to do with electrical lines, I could not find any acronym that could mean the platforms that hold extremely high voltage electrical lines. When Quester refers to CATs when discussing the earons, what does each letter of the CAT acronym stand for?
At Quester Files, the entry for victim #14 titled "Over the River and Through the Woods", Quester wrote the following: "The area fits perfectly with the EAR’s MO for faceless stalking of a neighborhood. He could park on Knollwood in that old yellow truck, walk past the school in the wooded area, attracting no attention whatsoever, and reconnoiter the neighborhoods. He could then return at night and home-in on a potential victim. This was made easier by the pumping station, which will become a significant clue later, as the large wooded area around it is off limits and as such unobserved at night because it is a part of a pumping station. This station is between Knollwood and Thornwood Drive."
When Quester refers to a pumping station in the entry for victim #14, what does Quester mean by pumping station? When Quester says pumping station, does Quester mean a gas station where motorists can buy gasoline for their cars? I believe that Quester refers to pumping stations in several other entries at Quester Files other than victim #14. Quester also refers to "power stations" in several of the entries about the earons. Is power station just another word for gas station? I read all the entries for all the rapes and murders by the earons at Quester Files about a week ago. From the context, I had the impression (but did not definitely know) that Quester might be referring to something other than gas stations when he writes of pumping stations and power stations.
