Will the Vietnam War Documentary by Ken Burns discuss the CIA's Phoenix Program? I think not. I think it will be too controversial even for Ken Burns to broach the topic. Already, Ken Burns has laid out the facts that the President Johnson, his administration, and all of the military were willing to lie early, often, and always about the Vietnam War. This democratic nation was bombing the neutral countries of Laos and Cambodia along the Ho Chi Minh Trail as part of its military operations early on in the war and denied to the public that it was doing so. Will Ken Burns be discussing in detail a CIA program, including the utilization of U.S. Army intelligence service operatives, in which tens of thousands of civilian Vietnamese citizens were kidnapped and tortured for information about Viet Cong activities and/or possible participation? Tens of thousands of Vietnamese were killed as part of this same program. By comparison, the CIA's Vietnam Phoenix Program makes President Bush's CIA rendition program look like a minor infraction of international law.
I have previously made the argument that the East Area Rapist-Golden State Killer was an U.S. Army intelligence service operative within this CIA controlled program. He was a criminal psychopath doing his job in Vietnam. When this individual returned stateside, he remained a criminal psychopath. Initially, I have argued that he limited the extent of his crimes to rape, but later crossed the threshold to murder. In southern California, rape and murder were the new standard for the East Area Rapist-Golden State Killer. I believe that he moved to Goleta in the summer of 1979 to participate in the Army's ROTC "green to gold" enlisted-soldier-to-officer program at the University of California - Santa Barbara (Goleta). It is my contention that he lived off-campus in the Encina Meadows Apartments (or, possibly, a smaller apartment building in the same area) nearby to the San Jose Creek corridor. In this manner, he avoided the potential identification problem of having to use a car in the commission of his crimes in Goleta. After graduating as an officer after one year (or, possibly flunking out), he was stationed by the Army in Orange County (perhaps the sizable Army Reserve Center in Irvine). And, he repeated his strategy of selecting an apartment residence similar to his situation in Goleta where he could easily attack his victims and escape without the necessity of having to use a car in the commission of his crimes.
