Once upon a time there was a member of the Stockton PD who moved up through the ranks and became head of the narcotics squad. He was a diligent cop. Made a lot of arrests. A lot of people, me included, thought he was going to be Chief of Police and that it was a good idea if he was. I don't remember when it was but he became Chief in the 70's. Sometime in the 1970's, I don't remember exactly, San Joaquin County formed a City/County combined drug task force. Represented were the County and the 4 major cities, Stockton, Lodi, Tracy and Manteca. They traded undercover operatives, information, and intelligence, and bulked up arrest teams. After making a bunch of raids it became evident to the task force that they had a problem in Stockton. Information would be gathered, a target dealer selected and a raid planned. When the raid took place it often happened that there weren't any drugs at the target location. Didn't take long to figure out that selected dealers were getting tipped off about the timing and targets of the raids. Somebody got the State Narcotics guys involved and they conducted an investigation. Now this story probably has a different ending than what you are thinking. The Stockton Chief turned out to be an alcoholic who would go on binges, he would get drunk in a bar, start waving his service weapon and badge around etc. The PD was used to gathering him up, taking him down to the police station, or home, and letting him sleep it off. And one of his drinking buddies was one of the biggest drug dealers in Stockton. They grew up together, went to HS together. When they got drunk the cop would tell everything he knew about upcoming operations. The state guys could find no evidence that any money changed hands. They turned this guy and the dealer upside down and inside out, they searched bank records, they traced every dollar the guy had ever spent because they knew what people would think. Nothing. So he was allowed to retire. While this was all brewing the Cop's son who was Stockton PD assigned to the Narc Squad was detailed to lead an arrest team busting a low level dealer whose activities were causing problems in the neighborhood. Guy was a pothead, never done anything violent, he sold dope to support his habit. When the team served the arrest warrant and kicked in the door the dealer tried to run, the cop tripped and fell, the non-violent dealer pulled a gun, shot and killed the first guy in right through the heart. Guess who?
