I'll share the rudimentary preliminary fragments about him possibly being in Oakland during the 1978-1979. Perhaps related to transports by both sea and road.
-Oakland could make sense geographically as an arrowhead for both Modesto and (Sacramento +) Davis, and Oakland also makes sense as an arrowhead for Concord and San Ramon, both in the same distance by SR 24 from Oakland.
-The Modesto - Davis attacks seem to have been one-way drives (through Sacramento), and attacks give a sense that they were committed as part of the same trip on those couple of different times. There was such a short interval of days (on one occasion only a day apart) between Modesto and Davis. Also notable is the regularity of schedule during that summer of '78: the end of the first week of month, and the beginning of the last week of month. It seems like the same route and the same schedule. He just skips Modesto on the third trip during which he attacks. There likely was some trucking traffic to / from Oakland (or the Port of Oakland) to / through Sacramento. There is still some factor on the Valley side to take him to Modesto first by I-580 / SR 132. So possibly there was some freight-related reason to make that deviation instead of just going all the way by I-80 or at least further on I-250 if going through the side of the Valley.
-Fremont is the most North he attacks of that "western" side of East Bay. Other attacks during his Bay period are on weekends, with only the exception of Fremont in the middle of the week on Wednesday. It could be that it's just random, as it's still very close to I-680 which he drove anyway. But there's always a possibility that it subtly exposes him driving from / towards further North during the week.
-Him being in Oakland while he was taking the regular trips during which he attacked Modesto and Davis along the way, could also explain him having (and dropping) that Golden Bear Jacket (distributed scantily and only to some 3 S.F. shops) which was found on a yard near the Davis crime scene. From Oakland he could easily visit S.F. downtown. I also get a picture that it could have had something to do with the Port of Oakland, piers in S.F., and so on.
-As a curiosity: Oakland Port is there in / next to Acorn area, and I wonder if the reported jacket with the hypothetical 'CORN' could have said 'ACORN' just as well. I guess there would have been some companies underlining their locality by putting the place of origin in the beginning of the firm name. Sports teams: "Acorns". Some school? And so on.
-Overseas shipments from / to Oakland. 3 month periods of absence a couple of different times could fit. He wouldn't be free to come home every night, so that he could stalk and prepare.
-If he indeed was the one spotted (during that '78-'79 time period) with the illegitimate license plates that had come from some Windsor junkyard, then I don't think it impossible that those plates (possibly among other stuff) could have come by the 101 through the San Rafael - Richmond bridge towards Oakland. Auto stuff could plausibly have some relation to shipments, cargo traffic to/from the Port of Oakland.
...And so on. I think I could come up with something more later on, on this topic of him being connected to Oakland.
