So, it is like common wisdom that he has to be the "unsuspected". But what does that mean literally? -That he wouldn't be suspected. Would he even be taken seriously as a suspect?
I mean, let's take Russell Williams as an example. If the Colonel of the largest air base in Canada hadn't screwed up himself, who would have thought he was the perpetrator? If someone had suggested such thing, who would have really even started to look into it? Perhaps half-heartedly at most, loosely enough to let him still slip through the cracks.
It is thought he could blend into upper-scale neighborhoods. If that's really the case, then it's obvious that he wouldn't be suspected, since "not being suspected of being a serial rapist and a murderer" is obviously a given if one is to blend in.
"Has some knowledge of police procedures" - and might be a military man, or even LE himself? That's what has been speculated for a long time. But if that was the case, how would one even proceed? LE who seek the "public's help" would still hold onto their pre-conceived notions. "What? We go hunting with him every year... Forget it." - or, like said: at most it would be the half-hearted deal, where they just "check" him for the looks.
If he worked for LE in any capacity, no doubt he would know how to hide his tracks too, to some degree. At least EAR/ONS has been succesful in not being caught.
And still they would look for priors and such things.
"They seek out high-ranking, leading position" is also common wisdom when it comes to these types of offenders and psychopaths in general. Again, if that indeed is the case; they will be in a high-ranking position and so never suspected. It's like that kind of a prospect is widely acknowledged on the pages of a text book - but if it was to be reality, there would be much reservations for considering such a thing.
But this is not only a despairing ramble. It's also a genuine question. What could be done if the goal was to confirm or dismiss that kind of a person as the true culprit? Who would even check it out thoroughly enough, and not drop it halfway just because of their (possible) pre-conceived notions?
